Năm ngoái, một cô du sinh Việt Nam theo học chương trình tiến sĩ ở Hoa Kỳ phỏng vấn tôi cho luận án của cô ấy với đề tài: Cách nào để chính quyền Việt Nam đến với Việt kiều ở Mỹ.
“Trước hết hãy ngưng gọi chúng tôi là Việt kiều,” tôi trả lời.
Thấy cô ấy lúng túng, tôi giải thích: “Chúng tôi là công dân Mỹ gốc Việt, không phải công dân của Cộng Hoà Xã Hội Chủ Nghĩa Việt Nam.”
Chính quyền Việt Nam muốn xem người Việt ở hải ngoại là công dân Việt mang “hộ chiếu” nước ngoài.
Cứ xem thái độ của Ông Chủ Tịch Nước Trương Tấn Sang của họ thì rõ. Khi gặp Tổng Thống Mỹ Barack Obama ở Toà Bạch Ốc hồi tháng 7 năm ngoái, Ông Sang cảm ơn chính phủ Mỹ đã chăm lo cho các người Việt ở Hoa Kỳ. Đây là lời cám ơn không đúng cương vị. Chính phủ Mỹ lo cho dân Mỹ là việc đương nhiên; hà cớ gì Ông Sang cảm ơn nếu không là muốn nhận vơ chúng tôi là dân của ông ấy?
Nhận vơ như vậy không ổn, vì nhiều lý do.
Những người không còn, hoặc chưa bao giờ mang hộ chiếu CHXHCN VN liệu có hải là Việt Kiều?
Trước hết, rất nhiều người chưa hề một ngày là công dân của nhà nước cộng sản Việt Nam: những người ngoài Bắc di cư vào Nam trước khi đảng cộng sản lập ra Việt Nam Dân Chủ Cộng Hoà, và những người trong Nam bỏ nước ra đi trước khi đảng cộng sản ấy xâm chiếm miền Nam.
Kế đến là những người bỏ nước đi tị nạn. Theo định nghĩa của Liên Hiệp Quốc, tị nạn có nghĩa từ bỏ sự bảo vệ của chế độ cầm quyền ở quốc gia nguyên quán. Theo nguyên tắc này, khi chúng ta đang xin hay còn mang quy chế tị nạn mà đặt chân về Việt Nam, dù chỉ để thăm gia đình, thì xem như tự đặt mình trở lại dưới sự bảo vệ của chế độ cầm quyền và sẽ tự động mất tư cách tị nạn. Pháp áp dụng đúng nguyên tắc này trong khi một số quốc gia khác thì nhân nhượng hơn.
Dù không thuộc các thành phần trên, một khi giơ tay tuyên thệ nhập quốc tịch Hoa Kỳ, mỗi người trong chúng tôi đã chính thức từ bỏ quốc tịch Việt Nam. Trước luật pháp Hoa Kỳ, chúng tôi là công dân Mỹ chứ không là công dân của Cộng Hoà Xã Hội Chủ Nghĩa Việt Nam.
Cô sinh viên tiến sĩ xem chừng hiểu ra câu trả lời: “Chúng tôi không là Việt kiều. Chúng tôi là người Mỹ gốc Việt,.”
Tôi giải thích thêm: “Cái gốc Việt ấy cho phép chúng tôi lên tiếng về các vi phạm nhân quyền và một số vấn đế khác nữa ở Việt Nam. Chúng tôi có thân nhân bị đàn áp. Chúng tôi có tài sản bị cưỡng chiếm. Đó là những vấn đề quyền lợi của công dân Mỹ, khi bị xâm phạm thì chính quyền Mỹ có nhiệm vụ can thiệp. Hơn nữa, chúng tôi có sự hiểu biết sâu sắc về hiện tình xã hội Việt Nam để giúp cho sự can thiệp ấy đạt hiệu quả.”
Nói đi thì cũng phải nói lại. Khi nhà nước cộng sản Việt Nam nhận vơ thì lỗi của họ chỉ có phân nửa. Phân nửa còn lại là lỗi của chúng ta.
Gần đây, cộng đồng Việt ở vùng Hoa Thịnh Đốn xôn xao về cuộc phỏng vấn video của một người Việt bị chặn ở phi trường, không được nhập cảnh, khi về thăm nhà ở Việt Nam. Cuộc tranh luận đã bỏ sót một yếu tố quan trọng: Cả hai phía của cuộc tranh luận đứng trên cương vị Việt kiều hay trên cương vị công dân Mỹ?
Khi công dân Mỹ bị gây khó dễ ở phi trường, thì người ấy dứt khoát đòi liên lạc với toà lãnh sự Mỹ ở Việt Nam; nếu bị công an câu lưu “làm việc” thì người ấy tuyệt nhiên không hợp tác cho đến khi đã nói chuyện được với toà lãnh sự Mỹ; nếu bị tống tiền, chèn ép bởi giới chức chính quyền Việt Nam thì cũng báo ngay cho toà lãnh sự Mỹ. Khi về lại Hoa Kỳ thì nạn nhân phải báo động ngay với Bộ Ngoại Giao.
Chính quyền Mỹ có nhiệm vụ bảo vệ công dân Mỹ. Khi nhận được nhiều báo cáo từ các công dân Mỹ bị sách nhiễu, thì chính quyền Mỹ sẽ phải đặt vấn đề với phía Việt Nam.
Nhà nước Việt Nam có dám đối xử tệ với những công dân Mỹ khác đâu, mà chỉ sách nhiễu người Mỹ gốc Việt. Chẳng qua chúng ta cho phép họ làm vậy. Lỗi ấy là của chúng ta.
Thành ra, muốn khẳng định “chúng tôi không là Việt kiều” với nhà nước Việt Nam thì trước hết chúng ta phải tự nhủ và nhắc nhở lẫn nhau: “Chúng ta không là Việt kiều”. Khi người người trong chúng ta ý thức điều này và hành xử đúng cương vị thìnhà nước Việt Nam sẽ phải thay đổi theo. Tôi tin là vậy.

It's never too late to have clarity of thought and sight or at least attempt at such evolution. Me VN can be righteous and proud of her children once again. Don't squander what your ancestors gave with their blood and lives to the commie, Chinese, US, French and etc ... 50+ yrs under Chinese Rule II needs to immediately ceased! Reclaim and be proud of your ancestral heritage! Do you want to be a "cu li" for china for the next 1000+ yrs?

I thank you for the compliment , but I never really paid attention to my English or VN to be frank. As stated before in this forum, I write exclusively in English b/c
1) I'm too lazy and I abhor having to type those extra keys for VN - primary reason
2) Too many CSVN websites and or their sympathizers demanding only VN usage. Why would a free site be shackle to "VN Only" usage? Well, their haphazard VN linguistic, its development and usage inclusively in CSVN and abroad,is an affront to all VN! Why would I use and support such nigger talk! And no ebonics neither!
Remember, the 1st wave of Boat People in 1975-79 period consisted of mostly the educated and the professionals. The 2nd wave of refugee from the 1980-84 period were people who have enough resourcefulness to escape a dying and stagnant cesspool. Thereafter, the majority was primarily due to economics with exception of the Amerasian, HO programs, sick and injured and etc ... So what is left after the 1st and 2nd waves in CSVN? The village nuts, the idiots, the crazies, Hoe Hoe and his uneducated cohorts/children. Talk about a brain drain! But once again, history repeat itself. From Stalin --> Mao --> Hoe Hoe --> Pol Pot --> psycho fruit cake Kim, the educated and the professionals are always the first to be eliminated. Simplified the management!

It has never been my goal. People's beliefs are primarily predicated upon their education and religious understandings (beliefs).

I do believe there has been a grave error. Seroquel, Ketamine, Paxil, Li, any meds and or poison for the fact, would not be the cure. Like the mongrel already self proclaim, TheStrip is not only a facade and a pseudonym. It's a glimpse into its psyche.
