Ứng viên Joe Biden không coi quan hệ Mỹ-Trung là "tṛ chơi có tổng bằng 0" và tuyên bố sẽ cứng rẳn với Trung Quốc nếu đắc cử.

Sáng 23-9 tại bang Delaware, ứng viên tổng thống Joe Biden cho biết ông sẽ cứng rắn với Trung Quốc về Biển Đông nếu đắc cử trong cuộc bầu cử tháng 11 tới, báo South China Morning Post đưa tin.

Cụ thể, trước khi lên đường tham gia các sự kiện trong chiến dịch tranh cử ở bang Bắc Carolina, ông Biden khẳng định không coi quan hệ Mỹ-Trung là “tṛ chơi có tổng bằng 0” (zero-sum game - là t́nh huống mà một bên thu lợi khi phía c̣n lại chịu thiệt hại tương ứng).

"Có rất nhiều rủi ro trong mối quan hệ này. Tôi sẽ cứng rắn với Trung Quốc về vấn đề nhân quyền, quân sự hóa ở Biển Đông và nhiều thứ khác" - ông cho biết.

Tuyên bố của ông Biden được đưa ra sau khi Chủ tịch Trung Quốc Tập Cận B́nh có bài phát biểu trước Đại Hội đồng Liên Hợp Quốc (ĐHĐ LHQ) khẳng định Bắc Kinh mong muốn ḥa b́nh và không muốn bị kéo vào "tṛ chơi tổng bằng 0" với Mỹ.

Trong bài phát biểu, ông Tập đă nhắc đến việc quan hệ giữa Washington và Bắc Kinh đang dần xấu đi sau hàng loạt các căng thẳng gần đây. Đồng thời, ông nhấn mạnh Trung Quốc "không có ư định gây chiến tranh lạnh hay chiến tranh nóng với bất kỳ quốc gia nào".

Trái ngược với ông Tập, trong bài phát biểu của ḿnh, Tổng thống Mỹ Donald Trump đă yêu cầu Trung Quốc phải có trách nhiệm bồi thường các thiệt hại kinh tế gây ra do cách Bắc Kinh phản ứng chậm chạp với đại dịch COVID-19. Đồng thời, ông Trump cũng chỉ trích Trung Quốc là nước gây ô nhiễm môi trường nghiêm trọng nhất thế giới khi tạo ra 28% tổng lượng khí nhà kính toàn cầu.
