Old  Default Dân Việt phẫn nộ vì luật xử phạt mới của giao thông VC
Bước sang tháng 8/2016 tại Việt nam luật giao thông đường bộ ra thông cáo cách xử phat mới.Đây là cách vừa không mất thời gian lằng nhằng thủ tục lại vừa tiện lợi cho việc nộp phạt nhanh chóng.Nhiều người dân vô cùng phẫn nộ sau khi nghị định này được ban bố.

Căn cứ vào Điều 56 của Luật xử phạt vi phạm hành chính 2012 (có hiệu lực từ ngày 01/7/2013), Điều 15 Thông tư 01/2016/TT-BCA (có hiệu lực từ ngày 15/02/2016), Nghị định 46/2016/NĐ-CP (có hiệu lực từ ngày 01/8/2016) thì CSGT xử phạt vi phạm không lập biên bản được áp dụng trong trường hợp: Xử phạt cảnh cáo; hoặc phạt tiền đến 250.000 đồng đối với cá nhân, 500.000 đồng đối với tổ chức.

Tuy nhiên, theo quy định của pháp luật, trường hợp vi phạm hành chính được phát hiện nhờ sử dụng phương tiện, thiết bị kỹ thuật, nghiệp vụ thì phải lập biên bản.

Đối với các trường hợp xử phạt không lập biên bản nêu trên thì CSGT phải ra quyết định xử phạt vi phạm hành chính tại chỗ.

Vietnam traffic is madness.. The roads are often in bad condition : stones, potholes and garbage...You can cross the streets relatively simple as person on foot... But you should be brave.... Cuz nobody stick to traffic rules.. The high risk of an accident is everywhere... A basic problem of the CSVN society is reflected in the traffic..

Unlike western police...CSGT (Côn an) they are not your friend and assistant. Everybody fears them. They are low paid. So “extra money” is subject that pays well

Hacker Trung cộng tấn công Việt Nam: A68 và C50 chỉ ‘bạo dạn xó bếp’?
A68 là bí số của Cục An ninh mạng – một bộ phận mới được thành lập vào năm 2014 nhưng được coi là đầy quyền lực trong Bộ Công an. Phụ trách cục này là ông Hoàng Phước Thuận, người mà năm 2012 còn là đại tá, thì nay đã “nhảy” lên trung tướng, lọt thỏm trong quân số lên đến 300 tướng của Bộ Công an.

Trong khi đó, C50 (Cục Cảnh sát phóng chống tội phạm công nghệ cao) còn được thành lập trước A68 đến 4 năm.

Như vậy, Bộ Công an đã có đến hai đơn vị theo dõi và giải quyết vấn đề an ninh mạng, với nguồn tài chính và phương tiện thiết bị vừa dồi dào vừa hiện đại. Tất cả đều lấy từ ngân sách do người dân Việt è cổ nộp thuế.

Nhưng ngay sau vụ hacker Trung cộng tấn công màn hình các sân bay Nội Bài, Tân Sơn Nhất và cả trang mạng của những cơ quan khác của Việt Nam vào chiều ngày 29/7/2016, dư luận xã hội lại một lần nữa phẫn nộ: không hiểu các cục A68 và C50 của Bộ Công An làm gì mà để tái diễn liên tục cá vụ tấn công của tin tặc Trung cộng?

Sự việc ở các sân bay quốc tế Việt Nam chiều ngày 29/7 chẳng phải là lần đầu tiên. Ngay trong đợt cao điểm căng thẳng giữa hai nước, hồi tàu Bình Minh II của Petro Vietnam bị tàu hải giám Trung cộng cắt cáp, tháng 6/2011, chiến tranh mạng đã diễn ra giữa hacker hai bên, mà chủ yếu là Tàu đánh Việt: Hàng trăm website của Việt Nam bị hacker Trung cộng xâm nhập, đánh phá, kể cả trang web của Trung tâm phiên dịch thuộc Bộ Ngoại giao Việt Nam.

Từ đó đến nay, không biết tin tặc Trung cộng đã tấn công Việt Nam bao nhiêu lần và gây bao nhiêu thiệt hại, tổn thất…

Blogger Mạnh Kim cay đắng: “Tôi thật không hiểu họ ngồi ở đỉnh cao hay góc xó nào trong cái “lương tri dân tộc” của họ. Họ sẽ nói gì về các vụ kẻ thù đang xộc vào nhà họ đây, hay họ vẫn tỉnh táo cho rằng đây là chuyện vặt?”.

Một facebooker là Nguyễn Tấn Thành phẫn nộ: “Không khó để đoán Trung Cộng trả đũa tấn công mạng Việt sau phán quyết PCA. Nhưng để nó chửi như vậy ở Nội Bài và Tân Sơn Nhất thì lực lượng An Ninh Việt và Bộ trưởng Tô Lâm nên chui mặt vào lổ nào đó chịu nhục. Các ông đã dể dàng đàn áp người dân biểu tình chống Tàu, bởi vì các ông mấy người đánh một, bởi vì các ông tàn độc với người Dân không tấc sắt”.

Môt facebooker khác là Trịnh Anh Tuấn chua chát: “Sự cố hacker tấn công 2 sân bay TSN và Nội Bài ngày hôm nay, vai trò và trách nhiệm của Cục An ninh mạng (A68) và Cục trưởng A68, Trung tướng Hoàng Phước Thuận cần phải xem xét và làm rõ. Người dân đóng thuế để nuôi bộ máy công an đồ sộ như thế để đảm bảo an ninh quốc gia, như sự việc kể trên, không phải để đi in status và comment mấy nhân vật đi biểu tình chống TQ trên mạng rồi cho người chặn nhà. Bộ Công an, Tổng cục An ninh, A67, A68,…nên tự cảm thấy xấu hổ vì sự việc này”.

Còn nhà báo Đoan Trang bình phẩm: “Các anh chị ấy thực sự là chỉ giỏi đánh phá, quấy rối phản động thôi. (Thật ra mà nói thì đánh đám phản động ở Việt Nam dễ hơn, giải ngân cũng dễ hơn nhiều so với đương đầu, chống lại các đồng nghiệp và thầy học bên nước bạn). Ấy gọi là bạo dạn xó bếp đấy”.

Chưa hết, Facebooker Vinh Lê tiết lộ: “Theo đánh giá chủ quan của nhiều tay chơi công nghệ dựa vào những thông tin rò rỉ thì 2 cục này chỉ thuộc loại làng nhàng về trình độ tay nghề. Hầu hết những gì họ có là chi tiền mua những hệ thống máy móc tối tân và phần mềm cực đặt tiền về phục vụ công việc. Nói đơn giản hơn, họ toàn đi mua tools sài chứ không thể tạo ra tools. Công việc của họ phần lớn là giám sát, truy lùng dấu vết những vụ việc nhỏ lẻ trên mạng. Còn với những chuyên án lớn, họ đa số thuê hacker mũ đen, hoặc các công ty nước ngoài tấn công đối tượng cần nhắm tới vì không đủ trình…”.
