Vào ngày 11 tháng 7 năm 2017, báo chí Đức loan tin một hành động của thủ tướng Phúc trong buổi nghe nhạc G20 trông giống như người buôn bán ế hàng tôm cá, quạt phe phẩy đuổi ruồi.

Tờ báo lớn của Đức – Süddeutsche Zeitung đã quan sát và bình luận thẳng thắn về Thủ tướng Nguyễn Xuân Phúc, lúc ông này được mời tới thưởng thức nghệ thuật cao cấp của phương tây, họ đã rất ngạc nhiên khi phát hiện ông Phúc có những cử chỉ lạ, gây ồn ào ảnh hưởng đến bà Thủ tướng Đức và các nguyên thủ quốc gia dự hội nghị G20.
