China sentences former defense ministers to death with reprieve

The Chinese government has intensified its sweeping military purge by sentencing two former defense ministers, Wei Fenghe and Li Shangfu, to death with a two-year reprieve. The sentences, reported by the state news agency Xinhua, represent a significant escalation in President Xi Jinping’s decade-long campaign to root out corruption within the People’s Liberation Army. This move highlights the severity of the crackdown on high-level graft, which has increasingly focused on the upper echelons of the military establishment.

The investigations into the two former officials revealed extensive financial misconduct and systemic failures in leadership. Li Shangfu was found to have accepted and distributed substantial bribes, while an official inquiry concluded that he had neglected his political duties to pursue personal gain. Similarly, the probe into Wei Fenghe, which began in 2023, determined that he had accepted significant valuables and currency in exchange for providing improper benefits in personnel appointments. Authorities characterized the impact of their actions as extremely detrimental to the integrity of the armed forces.

In the Chinese legal system, a death sentence with a two-year reprieve is a distinct penalty that often results in the sentence being commuted to life imprisonment, provided the individual commits no further crimes during the stay. However, Xinhua clarified that following such a commutation, both Wei and Li would be required to serve a life term without any future possibility of parole or further reduction in their sentences. This strict condition underscores the government’s intent to impose permanent accountability for those found guilty of high-level corruption.

The purge has not been limited to these two ministers; it has recently spread to include top-tier leadership such as General Zhang Youxia and has heavily impacted the Rocket Force, which manages the nation's nuclear and conventional missile systems. These continuous shifts in leadership have raised concerns among international observers regarding the stability of China’s military command. Analysts from the International Institute for Strategic Studies have suggested that the ongoing instability and removal of senior officers may be creating operational deficiencies and slowing the readiness of the country’s modernizing defense forces.
