Default Luật Mỹ cấm công dân Trung Quốc vào ṭa nhà của NASA
Mỹ đưa ra một bộ luật cấm công dân Trung Quốc đến cơ quan NASA, để chống hoạt động gián điệp, gây ảnh hưởng đến an ninh quốc gia Mỹ.

Tờ "Tiền Giang văn báo" Trung Quốc dẫn tờ "Guardian" Anh ngày 4 tháng 10 đưa tin, Cơ quan hàng không vũ trụ quốc gia Mỹ (NASA) lấy lư do an ninh quốc gia, cấm nhân viên nghiên cứu khoa học quốc tịch Trung Quốc tham gia hội thảo học thuật. Đồng nghiệp giới nghiên cứu đă bày tỏ không hài ḷng với "hành vi kỳ thị" này.


Trụ sở Cơ quan hàng không vũ trụ quốc gia Mỹ

Trung tâm nghiên cứu Ames, California, Mỹ (ARC) sẽ tổ chức hội nghị học thuật vào tháng 11 tới, có nhân viên nghiên cứu quốc tịch Trung Quốc được mời tham gia. Chuyên gia chương tŕnh Kepler là Mark Messersmith lại gửi bưu phẩm, bày tỏ từ chối.

Thư viết: "Điều không may là... Luật Liên bang thông qua tháng 3 năm 2012 cấm chúng tôi mời bất cứ công dân nào của nước Cộng ḥa Nhân dân Trung Hoa đến tham gia hội nghị của Cục hàng không vũ trụ quốc gia. Có người đă làm việc tại các viện nghiên cứu khác ở Mỹ, nhưng gần đây, do vấn đề an ninh, Quốc hội Mỹ đă có hành động, nhóm người này cũng sẽ bị hạn chế tương tự".

Chủ tịch Ủy ban ngân sách Hạ viện, nghị sĩ Quốc hội Mỹ Frank Wolf phát động chiến dịch quy mô lớn, cấm nhân viên nghiên cứu khoa học nước ngoài xâm nhập cơ sở của NASA để chống lại các hoạt động gián điệp. NASA chịu sự quản lư của Ủy ban Ngân sách.

Bộ luật do Quốc hội Mỹ thông qua quy định, cấm NASA chi tiền tiến hành hợp tác dưới bất cứ h́nh thức nào với Trung Quốc; thậm chí cấm công dân Trung Quốc tới ṭa nhà của NASA.

Chủ đề của hội thảo lần này là chương tŕnh kính viễn vọng vũ trụ Kepler, giúp Mỹ và các tổ chức quốc tế t́m kiếm không gian vũ trụ ở ngoài hệ Mặt trời. Đối với các nhà khoa học trên lĩnh vực này, hội nghị lần này rất quan trọng.

Liên quan đến lệnh cấm của Mỹ, nhân viên tổ chức hợp tác của hội nghị Kepler là Allen Bosi từ chối thảo luận về vấn đề này, chỉ nói rằng: "Thật không may, đây không phải là khoa học, mà là chính trị".

Rất nhiều nhà khoa học Mỹ bày tỏ giận dữ về lệnh cấm, cho rằng các sinh viên và nhà khoa học quốc tịch Trung Quốc trong pḥng thí nghiệp của họ bị kỳ thị. Thậm chí có người đă lấy danh nghĩa cá nhân rút khỏi hội thảo để bày tỏ phản đối. Có nhà khoa học cho rằng, do bị ảnh hưởng, họ có khả năng sẽ không thể hợp tác với đồng nghiệp Trung Quốc, cũng không thể tuyển dụng sinh viên Trung Quốc.

Giáo sư thiên văn học Deborah Fisher, Đại học Yale cho rằng, có một nghiên cứu sinh sau Tiến sĩ của Trung Quốc đă bị từ chối tham dự hội thảo v́ vấn đề quốc tịch. Măi cho đến khi đó, Fisher mới chú ư tới lệnh cấm này, quyết định từ chối tham gia hội nghị.

Giáo sư thiên văn học Jeoff Marcy đến từ phân hiệu Berkeley, Đại học California là ứng cử viên sáng giá của giải Nobel. Ông phê phán lệnh cấm "rất đáng xấu hổ, hoàn toàn không đạo đức". Trong lá thư của nhà tổ chức hội nghị, Marcy viết: "B́nh tĩnh mà nói, tôi không thể tham gia một hội nghị mang tính kỳ thị như vậy.

Vấn đề thảo luận của hội nghị này là hành tinh ngoài ngh́n tỷ dặm Anh, không có liên quan tới vấn đề an ninh quốc gia. Đây là nghiên cứu khoa học thuần túy, Mỹ từ chối người của một số nước, căn bản không có đạo đức. Đây là vấn đề đạo đức, không thể chấp nhận. Bạn phải đưa ra một giới hạn".

Nhà thiên văn học Chris Lintott, Đại học Oxford kêu gọi, hoàn toàn ngăn cản hội nghị trước khi giải quyết vấn đề. Lintott nói:

"Phương thức thực thi chính sách này làm tôi ngạc nhiên và lo ngại.
Khoa học vốn phải là nơi cởi mở cho tất cả mọi người, lấy quốc tịch làm lư do để cấm họ tham gia vào quy tắc trái ngược nhiều năm, thụt lùi – quay trở về với hội nghị chiến tranh của các nhà khoa học Nga và phương Tây trong thời kỳ Chiến tranh Lạnh. Tổ chức Kepler nên điều chỉnh địa điểm hội nghị - trước đó, tôi kêu gọi tất cả mọi người ngăn cản hội nghị".

I support this federal law at least we have act after many years got trust the "thief"! No matter what people called this act it ....its protect our nation and hopefully many more nations should follow.

Dự các buổi họp hội nghị đó thực sự cũng chẳng có kỹ thuật ǵ to lớn để mà ăn cắp, tài liệu phổ quát không có chi tiết đến mức hữu dụng. Và tàu cộng có dư khả năng gài mấy tên chệt mang quốc tịch nước khác vô họp rồi ngóng tai ra nghe lóm cả đống chuyện.

Nhưng nên đưa luật này ra ở các trung tâm kỹ thuật lớn, như một hành động chỉ mặt đọc tên chốn công cộng. Bạt tai mấy thằng tàu gian, tŕnh chúng ra trước thế giới. Mang ư nghĩa tượng trưng để cho có chú ư thật rơ ràng vào mặt đám tàu Trung Cộng là được rồi.

I respect those non-Chinese scientists' opinions on the law, but what would they react when some Chinese spies steel their inventions?

Better yet, if they don't like the law they can go work for China to realize the truth about Chinese "scientists"...
