Ngày 17/10, Ủy ban về người Việt Nam nước ngoài TP.HCM đă tổ chức buổi tọa đàm Luật quốc tịch Việt Nam 2008 để nghe ư kiến đóng góp của các ban ngành liên quan về công tác triển khai thực hiện Luật Quốc tịch; đồng thời nắm bắt tâm tư nguyện vọng của bà con kiều bào.

Theo thống kê của Cục Lănh sự, Bộ Ngoại giao, tính đến tháng 8/2013 (sau bốn năm từ khi Luật Quốc tịch Việt Nam có hiệu lực), mới chỉ có hơn 4.000 người Việt Nam định cư ở nước ngoài đăng kư giữ quốc tịch, chiếm tỷ lệ 0,1% trong tổng số hơn bốn triệu người Việt Nam ở nước ngoài.

Ông Trần Trung Kiên, Trưởng pḥng Tư vấn pháp lư, Trung tâm Dịch vụ và hợp tác với người Việt Nam ở nước ngoài TP.HCM cho biết thêm, nhiều kiều bào không c̣n giữ được những giấy tờ chứng minh từng có quốc tịch Việt Nam, xác nhận gốc Việt Nam nên việc xác định quốc tịch kéo dài, gây tâm lư chán nản. Hơn nữa, giấy xác nhận đă đăng kư giữ quốc tịch Việt Nam không có giá trị pháp lư làm cơ sở cho việc cấp phát hộ chiếu, giấy thông hành hoặc các giấy tờ khác. Sau khi đăng kư giữ quốc tịch, người đăng kư cũng không nhận được thông báo về việc bản thân có quốc tịch Việt Nam hay không.

Tại buổi tọa đàm, một số kiều bào chia sẻ, việc làm các thủ tục c̣n vướng nạn c̣ dịch vụ nên không ít phiền hà và gây tâm lư hoang mang. Về điều này, ông Nguyễn Văn Anh, Trưởng pḥng Quản lư xuất nhập cảnh Công an TP.HCM, cho biết: “Vấn nạn c̣ dịch vụ là có thật, Pḥng đă có những văn bản gửi công an phường để dẹp c̣”. Ông Anh khuyến nghị bà con kiều bào nếu có những vướng mắc, khó khăn, nên gặp trực tiếp nhân viên hoặc lănh đạo pḥng, không nên nghe theo c̣ dịch vụ bên ngoài.

Bà Lương Bạch Vân, Chủ tịch Hội Liên lạc với người Việt Nam ở nước ngoài TP.HCM, băn khoăn: thời hạn đăng kư giữ quốc tịch Việt Nam sắp hết (hạn ngày 1/7/2014) cũng gây khó khăn cho công tác đăng kư. Bà Vân kiến nghị, Bộ Ngoại giao nên xem xét việc không giới hạn thời hạn đăng kư để tạo điều kiện thông thoáng hơn cho bà con kiều bào.

Ngoài gia đ́nh Nguyễn Cao Kỳ và Phạm Duy ra thật sự đă có ai khác muốn có "Quốc Tịch Việt Cộng" hay chưa? Toàn là tự biên, tự diễn để tiếp tục gài bẫy những tên ôm mộng về Việt Nam được tiếng đại gia. Chỉ có mấy thằng ngu đần mới muốn có quốc tịch Việt Cộng. Trong khi lũ mọi Trường Sơn th́ dùng đủ mọi cách để được quốc tịch ngoại quốc.

Giữ quốc tịch VN lợi th́ ít mà hại th́ nhiều. Về VN đầu tư kinh doanh lỡ chia chác không đẹp cho cán bộ nó gán tội cho rồi bắt "dựa cột" (tử h́nh) lúc đó nhận ra ḿnh ngu th́ đă diện kiến bác dưới âm phủ rồi.

Cái bọn chó nầy khai với sở di trú là tị nan cộng sản nay chay về với cộng sản nghỉa là họ nói láo với sở di trú....theo tôi biết : h́nh như ai củng tuyên thệ là nói sự thật ....th́ bây giờ ḷi ra họ nói dối .....vậy có đoàn thể nào...luật sư nào đề nghị nên trả bọn láo nầy về vỉnh viển ở VN....mấy ông cộng đoàn nên làm việc nầy th́ đây là việc hửu ích thực sự
