HOA THỊNH ĐỐN - Chính phủ Trump đang chuẩn bị siết chặt điều kiện về việc làm đối với những người nhận hỗ trợ thực phẩm của chính quyền liên bang, và có thể khiến khoảng 700,000 người không còn đủ tiêu chuẩn để nhận chương trình này vào giữa năm 2020.

Vào thứ Tư, chính phủ Trump cho biết đã hoàn tất một quy định mới, giới hạn quyền lực của tiểu bang trong việc can thiệp vào những yêu cầu của liên bang trong chương trình hỗ trợ thực phẩm.

Nhà chức trách cho biết quy định mới, vốn có hiệu lực vào ngày 1 tháng 4, 2020, sẽ giúp chính phủ tiết kiệm nhiều tỷ Mỹ kim và khuyến khích người dân đi tìm việc làm, trong bối cảnh tỷ lệ thất nghiệp đang ở mức thấp nhất trong 50 năm qua.

Quy định mới này là quy định đầu tiên có hiệu lực trong số nhiều đề nghị của chính phủ Trump nhằm giới hạn số người nhận Chương trình hỗ trợ thực phẩm, gọi tắt là SNAP, hiện đang giúp đỡ khoảng 36.4 triệu người. Bộ Nông Nghiệp Hoa Kỳ, nơi quản lý chương trình SNAP, cũng đưa ra một số đề nghị riêng để thắt chặt tiêu chuẩn đối với các gia đình thu nhập thấp.

Phe chỉ trích, bao gồm nhiều thành viên Dân Chủ của Quốc Hội, nói rằng chính phủ Trump đang tạo thêm khó khăn cho các gia đình nghèo và vượt qua quyền hạn của Quốc Hội đối với các chương trình phúc lợi liên bang.

Đối với những người trưởng thành khỏe mạnh không có người phụ thuộc, luật pháp Hoa Kỳ chỉ cho phép họ được nhận chương trình SNAP trong 3 tháng, trừ khi người này đang đi làm hoặc đang học nghề ít nhất 20 giờ mỗi tuần.

Các tiểu bang có thể hủy bỏ giới hạn này tại những khu vực có tỷ lệ thất nghiệp cao hơn tỷ lệ toàn quốc 20%.

Tự nhiên người ta sẽ so sánh sự chênh lệch giữa làm việc 10 giờ không lương và số tiền thực phẩm được hưởng. -Sự chọn lựa và siêng năng hay lười biếng tất cả đều nằm ở đây-
