Thanks to soft_c_hard for providing the link to the original article. It has much more details, and so Dr. Truong committed the fraud of over-billing for years. I really hate these types of crooks. They became doctors of medicine not to help people but mainly to grasp as much money as they can. These guys should be put in jail, and are forbidden to practice as doctors for life.
