1/ why the need for this new DUI law now? Does this mean côn an cán bộ are so desperate for income that they have to create this new law and then so diligently enforce it thus far?

Twice or 3 times thì không thấm thía đâu với tụi tham nhũng ....... Muốn nghiêm minh cho mọi người noi theo thì cho thôi việc và không nơi nào được mướn. Ở Mỹ, Michael Phelps bị bắt vì say rượu thì endorsements cũng bị mất. Nếu đi làm thì coi chừng cũng bị mất việc như chơi.
