1) State Law cannot supersede Federal Law! US visa programs and residency status are under federal jurisdiction ... not state!

2) Medi-Cal, or any other states' medicaid programs, must meet federal guidelines to receive funding. This is aid to the indigents. Under certain states' laws, you can received aid even if you're not a citizen. Hell ... no hospital can refused you treatment base upon residency or citizenship since they can't even ask. All they have to do is to stabilize you and then ship you of to a county hospital.

3) If you violate any of the requirements along the way in obtaining US visa, residency, passport and etc ..., then obviously the Fed can rescind your current standing! What a dumb coitus to state the obvious ... Hoe Hoe Hoe
