Primarily four prong intentions :

1) Increase land claim - physically possessing the land is 9/10th of the law

2) Staging and emergency base/area to increase military preparedness and procedural fine tuning of military hardware/software and skill sets to fight in a modern arena. Poor logistics and no friendly base will confine her militarily for the next 30 years.

3) Hacking, monitoring and securing traffic flow, both shipping, air routes and internet. TQ is surrounded by the US and her allies w/ the Strait of Malacca as a potential choke point. Similar to Japan pre WWII, w/ the total opposite of having raw materials but poor logistic and distribution systems, TQ may have to break out if her turn from a manufacturing economy to a consumer economy is stalled.

4) Solidification of power to protect the Communist Party,through nationalism, but also at the same time boosting and providing stimulus & growth to her military industrial complex.
