Though US administrations are short lived, by designed, compared to other countries political entities. US governance and long terms perspective with respect to itself and the rest of the world is quite an open book. Ranging from NSA, CIA and various think tanks 5 years (short term) and 20 years (long term) assessments, the US achieved most of its global missions during the 1950-1980 eras:

1) Stop the Red Scare and its global spread
2) Increase long lasting divisiveness between the two biggest defacto communistic countries , USSR & China, while reducing and eliminating the spread of communism
3) Increase US & its Western Allies dominance in economic and monetary policies while increasing its cultural ideologies and influences
4) Increase its support and the spread of demoncratic principles, policies and institutions
5) Increase US GDP/economy & researches in Biotech, Basic Sciences, Military Sciences esp. in fundamental tactical deployments and engagements, and esp. in Communications

Versus CSVN? Only after approximately a decade post '75, CSVN realized it was just the asinine jester on the world stage to have:

1) Lost and sold the country and culture based upon foreign ideology and a promised of brotherhood --> blood of several millions to appease Hoe Hoe lack of education and beguilement
2) Literally naked, meandering in the street and starving to death post '75 - '90 era, Hoe Hoe land was a waste land of deaths and lost hopes and dreams
3) Radically threw out Hoe Hoe's communism economic principles and models in mid 1980s ... only to embrace and expeditiously instituted Western economics models, ideologies and deployments
4) Pander to US and its Western Allies to let Hoe Hoe mongrel into these Western clubs - ie. WB, IMF, NGO, WTO & etc ...
5) Still weighted down by communistic dogma and Chinese promised of botherhood, but slowly and apprehensively changing due to Chinese aggressive excursions and lopside policies and trading practices
6) Afraid of changes but can't go back to Hoe Hoe communistic utopian communal dream
7) There is now greater differrences between The Proletariat vs. The Bourgeoisie in CSVN mongrel society --> a polar opposite of Marx's Communism One-Class Society
