Dù lực lượng cảnh sát đă được huấn luyện và chuẩn bị kĩ càng thế nhưng mọi thứ đều không được phát huy khi tên Stephen Paddock thực hiện vụ thảm sát tại Las Vegas. Phải thừa nhận rằng hung thủ quá chuyên nghiệp và chuẩn bị rất kĩ khi lấy địa điểm trước khi ra tay. Đây cũng sẽ là thách thức lớn đối với cảnh sát Mỹ trong các vụ tấn công kiểu này trong tương lai.TP Las Vegas (Mỹ) đă dành nhiều năm huấn luyện lực lượng cảnh sát theo kiểu chống khủng bố từ năm 2009 để phản ứng trước các vụ xả súng, tấn công hóa học, đánh bom tự sát và lao máy bay vào các ṭa nhà.Tuy nhiên, giới chức thành phố và các chuyên gia an ninh thừa nhận khi vụ tấn công đẫm máu khiến 58 người chết và hàng trăm người bị thương xảy ra tại một buổi ḥa nhạc ngoài trời vào tối 1-10, họ có rất ít lựa chọn để ngăn cản hung thủ một cách nhanh chóng.
Điều này nhấn mạnh sự khó khăn các thành phố của Mỹ phải đối mặt trong việc bảo vệ người dân khỏi những vụ tấn công có thể xảy ra bằng những cách thức không thể lường trước.
Nổ súng từ tầng 32 của một khách sạn ở thành phố sáng rực đèn neon vào buổi đêm, từ khoảng cách 455 m với kho vũ khí bán tự động tốc độ cao được nâng cấp để bắn nhanh, nghi phạm Stephen Paddock đă lôi cả thành phố vào một cơn ác mộng mà không hề bị phản kháng trong những phút quan trọng v́ cảnh sát không thể bắn trả lại một cách an toàn.


Các thành viên nhóm MACTAC xông vào khách sạn Mandalay Bay trong vụ xả súng.

Cơ quan chức năng cho biết các góc độ, khoảng cách và sự hiện diện của hàng ngàn người biến điều này thành một chuyện bất khả thi.
Theo lời cảnh sát trưởng quận Clark Joseph Lombardo, Paddock nă đạn liên tiếp vào đám đông 22.000 người tham dự buổi ḥa nhạc trong khoảng 10 phút, bắt đầu từ 22 giờ 5 phút (giờ địa phương). 75 phút sau, cảnh sát mới phá tung cánh cửa pḥng Paddock và phát hiện hắn đă tự sát.
Ông David Shepherd, một cựu đặc vụ của Cục Điều tra Liên bang (FBI), nói vụ thảm sát Las Vegas chỉ là vụ xả súng nghiêm trọng thứ 2 trong lịch sử hiện đại Mỹ khi tay súng bắn từ một vị trí cao.
Vụ thảm sát cuối cùng có số thương vong lớn xảy ra tại trường ĐH Texas năm 1966, khi một tay súng đứng trên tháp bắn chết 15 người và làm bị thương 31 người khác trong vụ tấn công kéo dài 96 phút.Vào năm 2009, cảnh sát Las Vegas đă triển khai một kế hoạch chống khủng bố và huấn luyện mới theo kiểu quân đội, có tên gọi MACTAC, với mục đích giúp giải quyết các vụ tấn công.
Các quan chức nói kế hoạch này được lập ra để phản ứng lại với vụ tấn công ở TP Mumbai - Ấn Độ 1 năm trước, khi các tay súng có liên quan tới al-Qaeda giết chết 166 người trong một loạt các vụ xả súng kết hợp đánh bom trong 4 ngày.
Trả lời phỏng vấn hăng tin Reuters hồi tuần này, các thành viên của đội cho biết MACTAC bắt buộc tất cả các nhân viên thực thi pháp luật từ khắp các bộ phận trong khu vực được huấn luyện giống nhau để phản ứng lại các vụ tấn công.
Điều này giúp các nhân viên an ninh có thể lập đội một cách nhanh chóng, thành lập những đơn vị nhỏ và trực tiếp bắn vào vị trí của kẻ tấn công từ những góc khác nhau trong trường hợp xảy ra xả súng.
Vào ngày 1-10, vị trí của Paddock trong khách sạn đă làm khó các thành viên của MACTAC v́ 2 lư do: thứ nhất là khó xác định vị trí chính xác của hắn và thứ hai là v́ sự an toàn của những người đi đường.Trung úy Reggie Rader, một thành viên của MACTAC, nói họ đă gặp những thách thức về mặt hậu cần và các cảnh sát đă cố gắng hết sức để nhanh chóng tiếp cận căn pḥng nơi Paddock đang nổ súng.
Hai thành viên hội đồng thành phố Ricki Barlow và Steve Seroka lên tiếng khen ngợi lực lượng an ninh v́ cách họ phản ứng với vụ tấn công hôm 1-10 nhưng cũng thừa nhận rằng nghi phạm là một đối thủ khó khăn và rất khó để chuẩn bị sẵn sàng cho mọi cuộc tấn công.

VC nó hay lắm, nơi nào có tai nạn là tụi nó ào đến kiểm tra cái....bóp trước. Chuyện này cũng là b́nh thường, nhưng lạ ở chỗ sau khi khám nghiệm th́ trong báo cáo luôn ghi rơ là "Nạn nhân mang theo giấy tờ tùy thân, nhưng bóp không có......tiền".

th́ trong bóp không có tiền th́ tụi nó mới "côn an tiếp tục điều tra để làm rỏ sự việc" .. mới có cơ hội moi tiền từ nguời nhà của nạn nhân!! hahahahah
