Cấm treo cờ Vàng tại nhà riêng trong khu chung cư ở Texas

KBCHN: Những khu vực có Homeowner Association th́ chủ nhà phải tuân theo quyết định của hội đồng quản trị hoặc là dọn đi. Nếu không th́ thưa nhau ra ṭa, sơ sơ cũng 20 ngàn USD tối thiểu.



Đặc phái viên KBCHN tại Houston vừa gửi bản tin và tài liệu liên quan đến vụ Hiệp Hội Gia Chủ Lake of Bellaire ra lệnh cô Cao Phi Yến, chủ nhân căn nhà số 6806 Metro Blvd, Houston, TX 77083 hạ cờ VNCH treo trước cổng nhà sau nhiều cuộc tham khảo ư kiến qua điện thoại. Trong vụ việc này hoan hô ông Hoàng Duy Hùng đă khuyến cáo bà Yến nên gỡ đi (ư nói ăn nhờ ở đậu.)

Theo lời cô Yến, sau khi đi Nam Cali 2 tuần lo công việc trở về, cô nhận được thư đngày Feb 20, 2014, ra lệnh "phải lập tức hạ cờ VNCH ngay và chỉ được phép treo cờ Hoa Kỳ." Trong ṿng 15 ngày, nếu không thực hiện yêu cầu v́ cảm thấy bị đối xử bất công, cô phải gửi kháng thư lên Hội Đồng Giám Đốc đại diện Hiệp Hội Gia Chủ Lake of Bellaire. Đây là nguyên văn Notice of Violation:

YOU MUST IMMEDIATELY REMOVE THE VIETNAMESE FLAG THAT IS ON YOUR HOME. YOU MAY ONLY HAVE A UNITED STATES FLAG ON DISPLAY.



Gia chủ đă đến văn pḥng Hiệp Hội 2 lần nhưng không được cấp thẩm quyền trực tiếp giải quyết. Thư kư Hiệp Hội yêu cầu cô chấp hành nghiêm chỉnh lệnh. Cô đồng thời kêu cứu với những giới chức VN có thẩm quyền và uy tín tại Houston, nhưng nhận được những phản hồi trái ngược nhau. Phái ngụy ḥa th́ "bàn ra," đề nghị cô nên hạ cờ VNCH theo lệnh để được yên thân, trong đó có L/S Hoàng Duy Hùng. Phái có tinh thần quốc gia dân tộc cao th́ ủng hộ quyết định kiên cường chống lệnh, trong đó có Dân Biểu Hubert Vơ, Đài Dương Phục và Chủ Tịch Cộng Đồng: L/S Phan Quốc Cường. DB Hubert Vơ đă gửi thư cho Hiệp Hội Gia Chủ đề ngày March 18, 2014 trong đó trích dẫn các Nghị Quyết vinh danh và công nhận Cờ Vàng là cờ Truyền Thống và Tự Do đại diện chính thức của Cộng Đồng người Mỹ gốc Việt do Hội Đồng Thành Phố Houston thông qua năm 2003 và được Thống Đốc Rick Perry chính thức công nhận năm 2009. Ngoài ra Nghị Quyết của Dân Biểu Hubert Vơ đề nghị tất cả các Trường Trung và Đại Học tại Texas treo cờ VNCH và không treo cờ VC cũng đă được 2 viện Lập Pháp thông qua và đă được Thống Đốc Perry phê chuẩn. Tuy vậy, Hiệp Hội Gia Chủ Lake of Bellaire đă trả lời bằng văn thư bác bỏ, và tiếp tục gửi lệnh thứ nh́ đề ngàyMarch 28, 2014 (10 ngày sau thư DB Vơ) lập lại lệnh yêu cầu cô Yến phải lập tức hạ cờ VNCH và giữ lại cờ Hoa Kỳ.

Đồng hành với DB Vơ là Đài Dương Phục và Chủ Tịch Cộng Đồng. Ông Michael Ḥa đă phổ biến nhiều bài phỏng vấn trên Đài Dương Phục và kêu gọi thành lập Ban Bảo Vệ Cờ Vàng khẩn cấp để yểm trợ quyết định đầy chính nghĩa của gia chủ. L/S Chủ Tịch Phan Quốc Cường t́nh nguyện đại diện cho gia chủ để tranh đấu trước pháp đường. Nhiều Đồng Bào tại Houston đă đến nhà hoặc gọi điện thoại ủng hộ ư chí kiên cường của gia chủ.

Chỉ có loài xúc vật mới làm vậy ( nuôi ong tay áo , nuôi Khỉ ḍm nhà )

cũng không nhiều dân mỹ treo cờ đâu ; c̣n đây là xứ tự do ; muốn treo cái ǵ cũng được miễn sao đừng làm phiền làng xóm và luật pháp là được rồi

Đâu có phải ở Mỹ là phải treo cờ Mỹ, bài đặc nịnh bợ thôi. Ở những nứơc tự do ai muốn treo cờ ǵ th́ treo kô treo ǵ càn tốt, đi mấy nứơc khác thấy có bao nhiêu ngừơi treo cờ trứơc nhà.
Chỉ có Mỹ là hay treo cờ trứơc nhà để cho ngửơi ta biết đây là nhà ngừơi Mỹ, c̣n ngừơi vn mà bài đặc nịnh Mỹ treo cờ Mỹ làm ǵ, bộ ở đậu nứơc Mỹ là phải treo cờ Mỹ sao.
Thấy mấy ngừơi dân khác ở Mỹ có ai bài treo cờ Mỹ trứơc nhà không?

Ở những khu nhà mà có Homeowner Association là gần như phải theo quy định của khu đó.
Ngoài trừ trong policy trong Homeowner Association không có khoảng đó th́ ḿnh có quyền chống lại.

Hăy nh́n nhà hàng xóm ngoài cờ Mỹ có cờ nước khác không như cờ Mễ chẳng hạn th́ chụp h́nh kiện lại. C̣n không th́ chính cái Policy Association chủ nhà hay chủ đất của khu phố đă quy định rồi.

Coi lại cái policy nếu mà không có khoản cấm đó hoặc có người treo cờ nước khác mà không bị ǵ có thể kiện nó kỳ thị .

Anh 4 nói đúng , khi HOA cấm th́ cấm tất cả cờ nước khác.

Đôi khi những người trước khi dọn vào ở không chịu đọc những qui định trong hợp đồng . Rồi khi trái phép vẫn c̣n khg chịu ( thử treo cờ Mỹ lên coi lủ HOA có bắt tháo xuống khg ? chứ tôi ở Mỹ hơn 30 năm rồi có treo cờ Mỹ hay cờ VNCH bao giờ.
