Trung Quốc lại ngang nhiên điều Giàn khoan Hải Dương 981 vào cửa vịnh Bắc Bộ. Việt Nam lần này đă hoàn toàn mạnh dạn khi lên tiếng "đuổi". V́ thế hôm qua 7/4, đại diện Bộ Ngoại giao Việt Nam gặp đại diện Đại sứ quán Trung Quốc tại Hà Nội để trao công hàm phản đối việc Bắc Kinh đưa giàn khoan Hải Dương 981 tới ngoài cửa vịnh Bắc Bộ và kiên quyết yêu cầu Trung Quốc rút ngay giàn khoan Hải Dương ra khỏi khu vực này.

Theo thông tin từ các cơ quan chức năng Việt Nam, từ tối 3/4, giàn khoan Hải Dương 981 của Trung Quốc đă di chuyển đến vị trí có tọa độ 17º3’12 Bắc - 110º04’18 Đông để tác nghiệp. Đây là khu vực ngoài cửa vịnh Bắc Bộ mà Việt Nam và Trung Quốc đang đàm phán phân định.

Ngày 7/4, trả lời câu hỏi của phóng viên đề nghị cho biết phản ứng của Việt Nam trước vụ việc này, Người Phát ngôn Bộ Ngoại giao Lê Hải B́nh tuyên bố: “Việt Nam kiên quyết phản đối và yêu cầu Trung Quốc hủy bỏ kế hoạch khoan giếng và rút ngay giàn khoan Hải Dương 981 ra khỏi khu vực này, không có thêm các hành động đơn phương làm phức tạp thêm t́nh h́nh và có những đóng góp thiết thực cho ḥa b́nh, ổn định ở biển Đông”. Ông B́nh khẳng định, Việt Nam bảo lưu tất cả các quyền và lợi ích pháp lư của ḿnh đối với khu vực nói trên và quyền sử dụng tất cả các biện pháp ḥa b́nh được luật pháp quốc tế cho phép để bảo vệ các quyền và lợi ích hợp pháp đó.

Trả lời câu hỏi của phóng viên đề nghị cho biết phản ứng của Việt Nam trước việc Trung Quốc đưa vào hoạt động trạm hải đăng trên đá Subi thuộc quần đảo Trường Sa của Việt Nam, ông B́nh nêu rơ: “Một lần nữa, Việt Nam khẳng định có đầy đủ căn cứ pháp lư và chứng cứ lịch sử về chủ quyền không tranh căi của Việt Nam đối với hai quần đảo Hoàng Sa và Trường Sa. Hành động nêu trên của phía Trung Quốc đă xâm phạm nghiêm trọng chủ quyền của Việt Nam đối với quần đảo Trường Sa, là bất hợp pháp và vô giá trị”. Ông tuyên bố: “Chúng tôi yêu cầu Trung Quốc chấm dứt ngay các hoạt động vi phạm chủ quyền của Việt Nam tại hai quần đảo Hoàng Sa và Trường Sa, nghiêm túc tuân thủ luật pháp quốc tế, nhất là Công ước Liên Hợp Quốc về Luật Biển năm 1982 cũng như Tuyên bố về ứng xử của các bên ở biển Đông, không có thêm các hành động làm phức tạp t́nh h́nh ở biển Đông”.

Các ngoại trưởng G7 sẽ ra tuyên bố liên quan biển Đông

Nhằm đáp lại những bước đi quân sự hóa hung hăng của Trung Quốc trên biển Đông, trong cuộc gặp sắp tới tại Nhật Bản, các ngoại trưởng của G7 sẽ kêu gọi các nước giải quyết tranh chấp bằng biện pháp ḥa b́nh theo luật pháp quốc tế, báo Nhật Bản Japan Times hôm qua dẫn một nguồn tin từ chính phủ nước này cho biết. Trong tuyên bố dự kiến được đưa ra sau cuộc gặp 2 ngày bắt đầu từ Chủ nhật tới, các ngoại trưởng sẽ khẳng định quan điểm rằng, các bên liên quan tranh chấp lănh thổ phải tuân thủ các quyết định của ṭa án quốc tế.

Dù tuyên bố rất có thể không nêu tên Trung Quốc, nhưng những quan điểm như vậy rơ ràng nhằm vào nước này, khi Bắc Kinh đang có hàng loạt bước đi gây quan ngại trong khu vực, như xây dựng các đường băng, trạm radar tiên tiến và đưa tên lửa đất đối không ra quần đảo Trường Sa và Hoàng Sa của Việt Nam. Tuyên bố này đề cập vấn đề phán quyết của ṭa án rất đúng thời điểm v́ Ṭa án Trọng tài Thường trực (trụ sở tại La Hay, Hà Lan) sắp đưa ra phán quyết về vụ Philippines kiện Trung Quốc liên quan chủ quyền lănh thổ trên biển Đông.

Ngoại trưởng Nhật Bản Fumio Kishida nhiều lần khẳng định ông sẽ thảo luận vấn đề an ninh trên biển tại hội nghị các ngoại trưởng G7 sắp tới, nhưng ông không nêu tên Trung Quốc. C̣n Bắc Kinh gần đây bày tỏ quan ngại việc Tokyo đứng về phía các quốc gia ASEAN, như Philippines, Việt Nam… trong tranh chấp lănh thổ. Cuối tháng 2, Trung Quốc gây sức ép tại một hội nghị song phương cấp thứ trưởng ngoại giao tại Tokyo rằng Nhật Bản không nên đưa vấn đề này ra hội nghị thượng đỉnh G7 nếu không muốn làm tổn hại quan hệ Trung-Nhật, một số nguồn tin ngoại giao tiết lộ với báo chí thời điểm đó.

V́ Nhật Bản là nước duy nhất ở châu Á là thành viên của G7 và đây cũng là lần đầu tiên một hội nghị thượng đỉnh của nhóm này diễn ra tại châu Á trong 8 năm qua, nên Tokyo hy vọng sẽ thể hiện vai tṛ lănh đạo của ḿnh khi nêu vấn đề tranh chấp, Japan Times nhận định. Lănh đạo Nhật Bản sẽ thuyết phục các lănh đạo châu Âu đoàn kết với các quốc gia phản đối những bước đi của Trung Quốc trên biển, trong bối cảnh châu Âu đang bận rộn với cuộc khủng hoảng người tị nạn Syria và khủng bố đang thâm nhập lục địa này.
