Old  Default Bất ngờ chữ viết tiếng Việt vừa được phê duyệt thay đổi!
VBF-Người Việt có thói quen chưa cần bàn mà làm luôn. Theo đó chữ viết viết tiếng Việt sẽ có thay đổi. Việc thay đổi sẽ được đưa vào sách giáo khoa.

Quy định chính tả được sửa đổi nhằm tạo ra sự thống nhất tuyệt đối với nhau giữa những văn bản quy định chính tả trong sách giáo khoa.

Vừa qua Bộ GD&ĐT tổ chức hội thảo về chính tả trong chương tŕnh, sách giáo khoa (SGK) giáo dục phổ thông mới, trong đó một số quy định chính tả sẽ được thay đổi.
Theo đó, quy định chính tả trong chương tŕnh SGK sắp tới đây sẽ có hai điểm sửa đổi, bổ sung mới nhất là quy định cách viết tên riêng và thuật ngữ nước ngoài, cách đặt dấu thanh.

Chuẩn viết tên riêng

Theo GS Nguyễn Minh Thuyết, tổng chủ biên chương tŕnh giáo dục phổ thông, cách viết tên tổ chức, đơn vị sẽ căn cứ lựa chọn văn bản quy định năm 2003. Tức là viết hoa chữ cái đầu của mỗi từ hoặc cụm từ có tác dụng phân biệt tên riêng đó với những tên riêng khác. Ví dụ: Bộ Tài nguyên và Môi trường, Sở Lao động-Thương binh và Xă hội, Trường Đại học Khoa học Xă hội và Nhân văn...

Đối với tên người, tên địa lư trong các ngôn ngữ đa tiết, viết hoa chữ cái đầu của mỗi bộ phận tạo thành tên; nếu bộ phận đó gồm nhiều âm tiết th́ dùng gạch nối để nối các âm tiết. Ví dụ: Y Bih A-lê-ô, Y Blok Ê-ban, Sê-rê-pôk, E-a Đrăng…

Đối với tên người, tên địa lư được cấu tạo bằng cách kết hợp danh từ riêng với bộ phận vốn không phải là danh từ riêng (danh từ chung, số từ, từ chỉ phương hướng), tùy trường hợp được viết theo quy tắc áp dụng cho ngôn ngữ đơn tiết hoặc đa tiết. Ví dụ: Buôn-Ma-Thuột, Biển Đông, Hồ Gươm, Nam Trung Bộ...

Đối với tên các thiên thể (sử dụng với tư cách thuật ngữ thiên văn học, khoa học trái đất), tên các năm âm lịch, tên các dân tộc, tùy trường hợp, viết theo quy tắc áp dụng cho ngôn ngữ đơn tiết hoặc đa tiết. Ví dụ: Trái đất, Mặt Trăng, Quư Dậu; Sán-D́u (dân tộc); Kơ-ho (dân tộc)...

Đối với những tên riêng c̣n lại, viết hoa chữ cái đầu của mỗi từ hoặc cụm từ có tác dụng phân biệt tên riêng đó với những tên riêng khác. Ví dụ: Tên các văn bản quy phạm pháp luật: Luật Giáo dục, Luật Hôn nhân và Gia đ́nh...; tên các huân chương, huy chương, danh hiệu, giải thưởng: Huân chương Lao động, Huy chương Vàng, Anh hùng Lao động, Nghệ sĩ Nhân dân, Giải thưởng Sáng tạo...; tên các ngành, các môn học, chuyên ngành khoa học: (ngành) Giáo dục, (môn) Lịch sử, (chuyên ngành) Di truyền học...

Thống nhất tên nước ngoài

Một trong những vấn đề chưa được thống nhất hiện nay là chữ nước ngoài cũng được GS Thuyết nhắc đến trong sự thay đổi lần này của quy chuẩn chữ viết. Như đánh giá của vị tổng chủ biên, việc sử dụng từ tiếng Anh phiên âm có gạch nối hiện nay đang khiến học sinh gặp khó khăn khi tra cứu tài liệu và giao dịch bằng tiếng nước ngoài. Bên cạnh đó, mỗi nơi viết một khác đă tạo nên sự không thống nhất.

Do vậy, theo quy định mới, trường hợp tiếng Việt đă có sẵn thuật ngữ tương ứng thuật ngữ nước ngoài hoặc việc dịch thuật ngữ sang tiếng Việt đảm bảo dễ hiểu th́ sử dụng thuật ngữ tiếng Việt. Ví dụ: tam giác, tam giác cân, h́nh b́nh hành, nhôm, đồng, ch́, bạc, vàng…

Tuy nhiên, với những thuật ngữ có tính hệ thống, có khả năng tạo ra nhiều thuật ngữ cùng gốc hoặc các thuật ngữ dẫn chiếu đến các kư hiệu, công thức thông dụng th́ cần viết nguyên dạng tiếng nước ngoài.

Theo dự thảo, trong trường hợp tên người, tên địa lư nước ngoài được dịch nghĩa hoặc phiên âm qua âm Hán Việt th́ viết hoa chữ cái đầu của mỗi âm tiết. Ví dụ: Đỗ Phủ, Ba Lan, Lỗ Tấn...

Các trường hợp khác sẽ phải viết nguyên dạng nếu đó là tên viết bằng chữ Latinh. Ví dụ: Victor Hugo, Paris, Japanese, Australia...; trong trường hợp tên riêng liên quan đến nhiều nước th́ dùng tên gọi phổ biến nhất hoặc một tên gọi phù hợp với ngữ cảnh cụ thể.

“i” và “y”sai do thói quen nên không đổi

Sau những quy định về tên riêng và tên nước ngoài, tranh căi về “i” hay “y” sẽ được giải quyết trong lần thay đổi mới này. Dự thảo quy định mới vẫn giữ cách viết đă được Ủy ban Khoa học xă hội Việt Nam và Bộ Giáo dục quy định từ năm 1980: Thống nhất viết âm “i” bằng chữ “i” sau các phụ âm h, k, l, m, s, t trong những âm tiết không có phụ âm cuối. Ví dụ: hi sinh (không viết hy sinh), bác sĩ (không viết bác sỹ)… Mặc dù có ư kiến đề nghị thay đổi nhưng ban soạn thảo cho rằng quy định của Ủy ban Khoa học xă hội Việt Nam và Bộ Giáo dục trước đây có lư và nên giữ để tránh làm xáo trộn một thói quen đă h́nh thành sau gần 40 năm áp dụng.

Sau những giải thích về nhiều thay đổi trong quy chuẩn chữ viết, GS Nguyễn Minh Thuyết cho biết thêm: Phạm vi áp dụng quy định này là chương tŕnh, SGK mới, chưa áp dụng rộng răi đối với tất cả ngành và không hoàn toàn là chuẩn áp dụng chữ viết cho tất cả đối tượng.

Giúp học sinh tiểu học quen dần với tên nước ngoài

Riêng đối với SGK ba lớp đầu cấp tiểu học (lớp 1, 2 và 3), để không gây khó khăn cho học sinh, SGK các lớp này sử dụng h́nh thức phiên âm, có gạch nối để nối các âm tiết trong cùng một bộ phận tạo thành tên. Ví dụ: Tô-mát Ê-đi-xơn, Mát-xcơ-va, Tô-ky-ô… Đến lớp 4, lớp 5, bên cạnh tên riêng được phiên âm có tên nguyên dạng hoặc chuyển tự đặt trong ngoặc đơn để học sinh làm quen dần. Ví dụ: Pa-ri (Paris), Tô-ky-ô (Tokyo).

Khuyến khích sử dụng rộng răi

Đối với những cá nhân, đơn vị và có thể là các cơ quan thông tấn báo chí, nếu thấy những quy định này là hay, hợp lư và thuận tiện cho ḿnh th́ có thể sử dụng. Ngoài ra, Bộ GD&ĐT chỉ có thẩm quyền quy định chữ viết trong SGK

Cái này VNCH áp dụng từ thời TT Ngô đ́nh Diệm.
Sau 1975 CSVN đổi thành Víc-tô Hu-Gô , Mác-cơ-Va ..,
Bây giờ phải trở lại những ǵ cũa VNCH.

Trước sau th́ cũng trở về cội nguồn...ngày xưa tôi c̣n nhớ mấy thằng bạn láu táu, cứ gọi mấy thằng Nga-xô là Ni-cô-lai Nhai-Quai-dép...gần đây th́ bạn bè từ Cần thơ sang đây chơi, vào quán nước xem thực đơn, kêu garcon lại và bảo cho tôi lon Bảy Úp...Mèn đét ơi, garcon ngẩn người ra và nhẹ nhàng bảo...sorry ở đây tiếc là chúng tôi 0 có bán loại nước uống này, nghe tên lọa quá...Quái: th́ đây này: 7 Up để hẳn ḥi sao lại bảo 0 bán là sao....haha, người quen về VN mới đây cũng thuật lại những giai thoại tương tự...nhưng ngược lại, tức là gọi Seven Up th́ chủ quán hất hàm bảo 0 có bán thứ này, chỉ có bán Bảy Úp mà thôi...Nói Video th́ chả ma nào hiểu, nhưng bảo vi-zéo th́ hiểu ngay...

Đùa cho vui, theo thiển ư tôi là nên để nguyên âm và tiếng phiên âm trong ngoặc là ok rồi...nhưng tiếc là thầy cô nhiều khi cũng ngọng luôn, v́ hồi nào đến giờ chỉ biết danh từ phiên âm, khổ lắm....

Last but not least, cái mà tui và IT ghét cay ghét đắng là dịch danh/động từ tiếng Anh sang tiếng Việt...software= phần mềm, hardware=phần cứng, OS là hệ điều hành..vv và vv......đỉnh cao trí tuệ nằm ở đâu hỉ...

thật sự kiểu viết này không mới v́ trước kia ở Miền Nam cũng có rồi, bác PK c̣n nhớ Nguyễn Ngu Í không? VC chỉ là kiếm cách xài lại mà thôi!
