VBF-Sau nhiều năm không hành động với nhà cửa, giờ đây tiểu bang California phải suy tính lại. Với giá nhà quá cao khiến cho nhiều người đi làm homeless ở nhà homeless. Chắc chắn sắp tới tiểu bang phải ra các hành động nhằm mục đích giải quyết nhà ở cho người thu nhập thấp hơn.

SACRAMENTO - Tiền thuê quá cao. Giá mua nhà ngoài tầm tay với. Danh sách cho thuê nhà rất khó t́m. Khu cắm trại của người vô gia cư (homeless) đang gia tăng. Nhiều cư dân bắt đầu cắt giảm tiền mua lương thực, quần áo và chăm sóc y tế để có đủ tiền giữ mái nhà của họ.

Giờ đây, sau nhiều năm "án binh bất động," chính phủ tiểu bang có thể sắp sửa thực hiện một điều ǵ đó về "cuộc khủng hoảng nhà ở" của tiểu bang.

Theo số liệu cuối cùng, hơn 130 dự luật về nhà ở được đưa ra trong năm nay. Phần lớn trong số đó nhắm vào việc thiếu nhà ở, thiếu nhà "giá rẻ" cũng như bảo vệ những người có nguy cơ mất nhà tại tiểu bang này.

V́ một số dự luật bị bác bỏ hoặc tŕ hoăn, nên hiện nay vẫn chưa có số liệu chính xác. Tuy nhiên, một nhà vận động chính sách cho biết ông đang theo dơi 89 dự luật, cao hơn rất nhiều so với số dự luật trung b́nh về nhà - từ 20 tới 40 - được giới thiệu mỗi năm.

Chi phí nhà ở quá cao, việc chậm chạp cung cấp nhà để người dân có thể mua hoặc thuê, cộng với sự thất bại của thành phố và quận hạt trong việc lập kế hoạch cho sự phát triển khu đô thị, thúc đẩy các nhà lập pháp tiểu bang viết ra nhiều dự luật mới.

Ông Alex Creel, trưởng nhóm vận động hành lang của Hiệp Hội Chuyên Viên Địa Ốc California, yêu cầu chính quyền địa phương t́m đọc báo cáo đánh giá nhà ở gần đây nhất của tiểu bang. Ông phải thốt lên, "Đó là cuộc khủng hoảng nhà ở rất đáng kinh ngạc ở California."

Theo Bộ Phát Triển Cộng Đồng và Nhà Ở của tiểu bang, trong thập niên qua, mỗi năm California cần 180,000 ngôi nhà mới nhưng chỉ xây dựng 80,000 ngôi nhà một năm. Từ nay tới năm 2025, tiểu bang sẽ cần ít nhất 1.8 triệu ngôi nhà mới. Tỷ lệ sở hữu nhà ở California giảm xuống mức 54%, đây là mức thấp nhất kể từ cuối thập niên 1940. Nạn nhân măn ở tiểu bang tăng gấp đôi so với tỷ lệ toàn quốc. Tỷ lệ người vô gia cư (homeless) toàn quốc là 12%, trong khi đó, tỷ lệ người vô gia cư (homeless) ở tiểu bang là 22%.

"Khủng hoảng" là nguyên nhân chính thôi thúc các lănh đạo tiểu bang hành động. Dân Biểu Richard Bloom, Dân Chủ-Santa Monica, người đệ tŕnh 13 dự luật về nhà ở trong năm nay, nói rằng, "Tôi nghĩ không c̣n ai nhớ tới giai đoạn chúng ta tập trung sự chú ư vào nhà ở nhiều hơn bây giờ. Nếu tiểu bang quyết định không làm ǵ cả, chúng ta sẽ thiếu 3.5 triệu ngôi nhà trong 8 năm nữa. Mọi người cần hiểu đây là khủng hoảng và chúng ra cần đối phó với vấn đề này như một sự khủng hoảng."

Viên chức chính quyền tiểu bang cho biết dự luật về nhà ở trong năm nay được chia thành ba loại chính:
a) Tăng tài trợ cho nhà ở giá rẻ
b) Chấp thuận các dự án nhà
c) Tăng cường việc thực thi luật nhà ở
d) Luật bảo vệ cư dân.
Ở loại thứ nhất, có ba dự luật đáng chú ư là Senate Bill 2, SB 3 và Assembly Bill 71. Những dự luật này đều t́m cách tăng tiền tài trợ cho nhà giá rẻ hoặc chính sách "housing" cho người có thu nhập thấp. Dự luật đề nghị tăng phí mỗi hồ sơ mua nhà lên 75 Mỹ kim hoặc phát hành 3 triệu Mỹ kim trái phiếu hoặc xóa thuế cho người mua ngôi nhà thứ nh́.

Ở loại thứ nh́, có dự luật đáng chú ư là SB 35, yêu cầu giám sát viên thành phố đưa trường hợp xây các khu nhà chung cư vào trường hợp ngoại lệ, không giám sát và không trừng phạt việc mở rộng các khu nhà, nếu chủ nhân có đầy đủ giấy tờ hợp lệ.

Ở loại thứ ba, có dự luật đáng chú ư là AB 72, buộc chính quyền địa phương phải cung cấp nhà ở cho tất cả cư dân với các loại thu nhập khác nhau.

Ở loại cuối cùng, có một số dự luật đáng chú ư là AB 291, AB 886, AB 1506, tất cả đều nhằm bảo vệ những người dễ bị tổn thương nhất trong cộng đồng, đó là người thuê nhà, không để họ bị đuổi ra khỏi nhà vô cớ. Các dự luật này cấm chủ nhà đuổi người thuê nhà dựa trên t́nh trạng di trú, cấm chính quyền địa phương đuổi người thuê nhà ra khỏi các khu nhà bị cháy, nếu khu nhà đó vẫn c̣n an toàn.
Riêng tại Quận Cam, trong năm nay, các nhà làm luật của quận hạt này đưa ra 10 dự luật với nhiều chủ đề khác nhau, từ việc cấp nhà cho người vô gia cư (homeless) cho tới tăng cường mối quan hệ với chủ nhà.

Dân lậu nào không biết chứ lũ dơ 5B phỏng giái nách kịt ,th́ chúng chỉ ở dưới cống rănh,trong hầm cầu nên đâu có ǵ lo....

con bà nó, thầy nó là thằng chệt cộng + VC tung tiền tham nhủng, hối lộ ra thao túng nhà cửa ở Mỹ nhất là vùng California khiến giá nhà quá cao, dẫn đến t́nh trạng thiếu nhà....

Cali nữa sao? Mà có rẻ cách mấy đi nữa th́ lũ đào ngũ "trên răng giả... dưới đéo có dế" th́ tiền đéo đâu mà mua? Xin can đi nghen! Tiền welfare chỉ đủ để làm "heo bàn phím" thôi á.... Hahahahahaha...

Quên nữa là vài tháng trước tui thấy ở các băi đậu xe mọc đầy nhà giá rẽ làm bằng thùng giấy và vật liệu rẽ từ các đống rác ..... vậy ai nói không có nhà giá rẽ đâu à.....?
