Con rể của Tổng Thống Donald Trump có tài sản cá nhân tăng vọt lên tới khoảng $324 triệu, sau khi công ty do gia đ́nh ông Jared Kushner làm chủ chi ra hàng tỷ đô la để mua bất động sản trong thập niên qua, mà Jared Kushner không hề phải trả tiền thuế liên bang trong liên tiếp mấy năm.

Tuy nhiên, trong liên tiếp mấy năm, ông Kushner, con rể của Tổng Thống Donald Trump và cũng là một cố vấn cao cấp Ṭa Bạch Ốc, không hề phải trả tiền thuế liên bang, theo bài báo của tờ New York Times đăng tải hôm Thứ Bảy, 13 Tháng Mười.

Việc ông Kushner không phải trả tiền thuế là nhờ từ năm này qua năm kia ông khai là bị lỗ hàng triệu đô la trong việc đầu tư vào địa ốc.

Tuy nhiên, sự lỗ lă này thật ra chỉ là trên giấy tờ. Ông Kushner và công ty của ông không hề bị thua lỗ ǵ.

Bởi v́, các ước tính lỗ lă này là nhờ vào sự khấu hao (depreciation), theo đó cho phép các nhà đầu tư được quyền phân bổ chi phí của tài sản cố định trong suốt thời gian sử dụng.

Năm 2015, ông Kushner kiếm được $1.7 triệu là tiền lương và tiền lời đầu tư. Nhưng trên giấy tờ, ông bị “lỗ” tới $8.3 triệu là do khấu hao chi phí từ các bất động sản mà ông Kushner và công ty của ông làm chủ, theo tài liệu tờ Times có được. Do vậy ông không phải trả thuế lợi tức liên bang.

Tờ Times nói rằng không có điều ǵ trong hồ sơ cho thấy ông Kushner hay công ty của ông có hành vi phạm pháp.

Trên lư thuyết, điều khoản cho phép khấu hao là để giúp các nhà đầu tư địa ốc khỏi bị thiệt tḥi khi các ṭa nhà họ mua bị cũ, hao ṃn đi.

Luật thuế coi như giá trị các ṭa nhà bị sút giảm theo năm tháng, nhưng trên thực tế chúng lại thường tăng giá trị.

Bài báo NY Times cũng cho hay ông Kushner báo cáo lỗ ngay cả khi ông dùng tiền vay để mua các bất động sản này. Trong nhiều trường hợp, ông Kushner chỉ dùng chưa tới 1% tiền riêng của ḿnh để mua, theo tờ báo.

Kết quả là ông Kushner được trừ thuế nhờ “lỗ lă” trong khi dùng tiền của người khác để làm giàu hơn, theo đúng những ǵ được cho phép theo luật thuế hiện hành.

Công ty của gia đ́nh ông Kushner cũng sửa sang, xây cất, các khu nhà ở, thương xá rồi bán lại.

Theo luật thuế th́ nếu họ dùng số tiền lời có được để mua các bất động sản khác trong một khoảng thời gian nhất định th́ sẽ không phải trả thuế. Và đó là điều công ty này đă làm.

Do vậy, với doanh thu của công ty lên tới $2.3 tỷ trong lănh vực bất động sản trong thập niên qua, cá nhân ông Kushner cũng không phải trả đồng thuế nào, tờ Times cho hay.

Luật thuế mới do Tổng Thống Donald Trump thúc đẩy và kư ban hành hồi năm ngoái đă hủy bỏ quyền lợi này cho tất cả các ngành kỹ nghệ khác, ngoại trừ một ngành duy nhất: đó là ngành địa ốc. (V.Giang)
