VBF - Có đến 95,000 người Mỹ gốc Việt ở Quận Cam ghi danh đi bỏ phiếu. Với con số này th́ có đến 30% theo Đảng Dân Chủ, 35% theo đảng Cộng Ḥa và có đến 30% c̣n lại th́ lại không theo đảng nào. Như vậy con số 30% c̣n lại chưa thể nói trước được điều ǵ.

Mùa bầu cử tại Hoa Kỳ đang đi vào giai đoạn chót. Đây là giai đoạn mà các ứng cử viên ráo riết vận động cũng như kêu gọi cử tri tham gia bầu cử và bỏ phiếu cho ḿnh. Tài liệu bầu cử và phiếu bầu khiếm diện đă được gởi về nhà các cử tri. Khối cử tri gốc Việt tại Orange County cũng đang hăng hái tham gia bầu cử như mọi cử tri khác.

Khối cử tri gốc Việt

Tại Orange County, có khoảng 95,000 cử tri gốc Việt đă ghi danh, trong số đó khoảng 28,000 (30%) cử tri ghi danh theo đảng Dân Chủ, 33,500 (35%) ghi danh theo đảng Cộng Ḥa và 30,000 (30%) không ghi danh theo đảng nào.

Địa Hạt 1 của Orange County bao gồm một phần hoặc toàn bộ các thành phố và cộng đồng Westminster, Garden Grove, Santa Ana, Fountain Valley, và Midway City, nơi có khu Little Saigon và có đông cư dân gốc Việt nhất. Địa Hạt 1 có khoảng 54,500 cử tri gốc Việt, trong đó có khoảng 16,000 (29%) cử tri ghi danh theo đảng Dân Chủ, 20,000 (36%) ghi danh theo đảng Cộng Ḥa, và 17,000 (32%) không ghi danh theo đảng nào.

Garden Grove trong Địa Hạt 1 có khoảng 21,700 cử tri gốc Việt và tỉ lệ ghi danh theo đảng cũng không khác ǵ so với Orange County. Westminster có khoảng 17,000 cử tri gốc Việt.

Trong ṿng hơn 20 năm trở lại đây, khối cử tri gốc Việt dần dần từ bỏ khuynh hướng ghi danh với các đảng chính và tăng dần khuynh hướng không ghi danh theo đảng nào. Từ năm 1992, khi tỉ lệ cử tri gốc Việt ghi danh 62% theo đảng Cộng Ḥa, đến nay chỉ c̣n 37%. Trong khi đó, tỉ lệ cử tri gốc Việt không ghi danh theo đảng nào gia tăng từ 14% vào năm 1992 đến nay đă lên đến 32%. Riêng đảng Dân Chủ đă gia tăng từ 21% vào năm 1992 nhưng chỉ lên khoảng 27% như hiện nay. (Christian Collet, International Christian University, Tokyo)

Tỉ lệ chưa ghi danh bầu cử

Trên đây chỉ là số lượng các cử tri đă ghi danh. Hiện không có dữ liệu thống kê người Việt Nam có quốc tịch nhưng vẫn chưa ghi danh bầu cử. Tuy nhiên, theo thống kê của Sở Thống Kê Dân Số (Census Bureau) vào năm 2015, trong số khoảng 219 triệu người Mỹ có quốc tịch, chỉ có khoảng 142 triệu (65%) đă ghi danh bầu cử và 92 triệu (42%) tham gia bầu cử. Nếu dùng tỉ lệ này đối với cư dân gốc Việt, cộng đồng Việt Nam có thể ghi danh thêm khoảng 35,000 cử tri gốc Việt nếu mọi người Việt Nam có quốc tịch đều ghi danh bầu cử. Đây là con số không tưởng, nhưng nó biểu hiện một tiềm năng mà cộng đồng Việt Nam nên t́m cách khai thác để gia tăng sức mạnh chính trị của minh.

Tỉ lệ tham gia bầu cử

Trong nhiều năm qua, khối cử tri gốc Việt được biết là tham gia bầu cử đông. Trên thực tế, các cử tri gốc Việt hầu như chưa bao giờ tham gia bầu cử đông hơn 50% số cử tri đă ghi danh. Trong cuộc bầu cử sơ bộ vào chức vụ Giám Sát Viên Orange County, Địa Hạt 1, hồi Tháng Sáu, trong đó có hai ứng cử viên gốc Việt là Giám Sát Viên Andrew Đỗ và Nghị Viên Garden Grove Phát Bùi, tỉ lệ cử tri gốc Việt tham gia bầu cử cũng chỉ vào khoảng 43% so với 47% của các cử tri khác. Cử tri gốc Việt thuộc ở Garden Grove và Westminster cũng tham gia bầu cử với tỉ lệ tương tự.

Trong số khoảng 54,500 cử tri gốc Việt trong Địa Hạt 1, chỉ có khoảng 23,622 (43%) tham gia bầu cử. Trong số khoảng 21,700 cử tri gốc Việt tại Garden Grove, chỉ có khoảng 9,500 (43%) cử tri tham gia bầu cử. Tương tự như vậy, Westminster có khoảng 19,650 cử tri gốc Việt, chỉ có khoảng 7,500 (43%) cử tri tham gia bầu cử. Nói tóm lại, cuộc bầu cử sơ bộ vào chức giám sát viên vừa qua được coi là sôi nổi trong cộng đồng Việt Nam, tỉ lệ tham gia bầu cử của khối cử tri gốc Việt cũng chỉ vào khoảng 43%.

Hiện tượng phiếu bầu khiếm diện bị bỏ lơ

Phân tích kỹ về số phiếu bầu từ khối cử tri gốc Việt, một hiện tượng đáng quan ngại là gần một nửa số phiếu khiếm diện được gởi về nhà nhưng không được sử dụng hay gởi lại pḥng phiếu để bỏ phiếu. Số phiếu bầu khiếm diện bị “bỏ rác” này có thể lên đến gần một nửa số cử tri gốc Việt tham gia bầu cử. Tại Địa Hạt 1, trong số khoảng 54,500 cử tri gốc Việt đă ghi danh bầu cử, có khoảng 3,206 cử tri bỏ phiếu tại pḥng phiếu, 19,218 bỏ phiếu bằng phiếu khiếm diện và 18,068 cử tri đă nhận được phiếu bầu khiếm diện nhưng không sử dụng lá phiếu của ḿnh. Tại Garden Grove, trong số 21,700 cử tri gốc Việt, chỉ có khoảng 1,199 cử tri bỏ phiếu tại pḥng phiếu, 7,673 bỏ phiếu bằng phiếu khiếm diện và 7,357 cử tri nhận được phiếu bầu nhưng không sử dụng. Tương tự như vậy, tại Westminster, có khoảng 16,950 cử tri gốc Việt, nhưng chỉ có 1,139 người bỏ phiếu tại pḥng phiếu, 5,874 bỏ phiếu khiếm diện và 5,519 đă nhận được phiếu khiếm diện nhưng bỏ lơ.

Tầm quan trọng của tỉ lệ cử tri gốc Việt không tham gia bầu cử nên được nh́n cùng với nhiều kết quả bầu cử rất sít sao trong khu vực Little Saigon, ví dụ như 3 phiếu khác biệt giữa Nghị Viên Garden Grove Janet Nguyễn và Luật Sư Nguyễn Quang Trung trong cuộc bầu cử giám sát viên Địa Hạt 1 năm 2008, 15 phiếu khác biệt giữa Thị Trưởng Bruce Broadwater và Ủy Viên Giáo Dục Nguyễn Quốc Bảo trong cuộc bầu cử thị trưởng Garden Grove năm 2014, hoặc 43 phiếu khác biệt giữa Thượng Nghị Sĩ Lou Correa và Luật Sư Andrew Đỗ trong cuộc tranh cử vào chức giám sát viên Địa Hạt 1 vào Tháng Giêng, 2015.

Kết luận

Trong cuộc bầu cử hiện nay, đặc biệt là tại Orange County, các chuyên gia bầu cử không quan tâm nhiều đến chính sách, quan điểm, kinh nghiệm hay khả năng của các ứng cử viên, mà hầu như chỉ chú tâm vào tỉ lệ cử tri tham gia bầu cử. Đặc biệt đối với cuộc đọ sức chính trị giữa hai cộng đồng Việt Nam và Latino trong cuộc tranh cử vào chức giám sát viên Địa Hạt 1, hoặc các chức vụ nghị viên thành phố và ủy viên giáo dục trong khu vực này, ứng cử viên nào vận động được nhiều người tham gia bầu cử hơn sẽ thắng thế hơn. Do đó, cộng đồng Việt Nam và khối cử tri gốc Việt cần có một kế hoạch cụ thể để nhắm vào các mục tiêu chính như (1) ghi danh thêm cử tri gốc Việt mới, (2) gia tăng tỉ lệ tham gia bầu cử của các cử tri gốc Việt, và (3) giảm thiểu tệ nạn cử tri nhận được phiếu bầu khiếm diện nhưng bỏ lơ những phiếu bầu quí giá này.

Đâu có sao bro, đâu có ǵ mà giận. Trường hợp mà bro nói đó, với bản thân tôi là đúng v́ sense of direction (không biết tiếng Việt nói sao hihi) của tôi rất dở; đi ra chổ nào lạ th́ hay bị lạc nên chắc không dám lái đâu, nhưng anh ngoclan trong forum này ảnh có khiếu về chuyện này nên đi đâu cũng không làm khó được ănh. Bộ ở bên Âu lái xe ẩu và tùm lum lắm hả? Tôi chỉ thấy qua Paris và Moscow thôi. Dân Moscow đúng là chạy xe ẩu. Paris th́ mấy chục năm rồi thật t́nh không nhớ lắm.

haha mấy lần về VN, tôi muốn đi xe đạp ở ngoài đường lớn để exercise nhưng bà chị nhất quyết không cho haha. C̣n lái xe hơi ở VN th́ không can đảm hahahaha

Viết bỏ dấu cũng là một cách ḿnh coi trọng người đọc giả, không muốn làm họ khó chịu; ḿnh post là để cho người ta đọc chứ nếu ḿnh không màng th́ ḿnh chỉ để trong đầu thôi chứ đâu post lên, đúng không?

Hồ Thành Việt (20 tháng 7 năm 1955 tại Nha Trang - 28 tháng 8 năm 2003) (c̣n có tên tiếng Anh là John Ho) là một kỹ sư điện toán người Mỹ gốc Việt. Ông là người thành lập công ty VNI (Vietnam-International), và ông cũng là người đă phát minh cách bỏ dấu tiếng Việt trên máy tính PC và công bố kết quả năm 1986 với việc cho ra mắt bộ chữ VNI (gồm font chữ theo bảng mă VNI và cách đánh máy theo chuẩn VNI), đánh dấu một bước tiến lớn trong lĩnh vực xuất bản sách báo tiếng Việt. Nhờ vào những thành tựu đó của ông, ông được nhiều người nh́n nhận như người cha đẻ của việc đưa chữ Việt vào máy điện toán.
Trước năm 1975, ông Việt là một sĩ quan của Tiểu đoàn 7 Thủy Quân Lục Chiến, quân lực Việt Nam Cộng Ḥa [1]. Năm 1975, Hồ Thành Việt qua Mỹ trong khi cả gia đ́nh c̣n ở lại Việt Nam.

Năm 1984, ông tốt nghiệp kỹ sư điện tại Đại học California State, Fullerton.

Từ năm 1979, ông bắt đầu nghiên cứu về việc đưa chữ Việt vào máy tính và đến năm 1986, ông chính thức cho phát hành bộ chữ Việt đầu tiên, bộ chữ VNI, lúc đầu đi kèm với công cụ soạn thảo văn bản VNI-Word cho hệ điều hành MS-DOS. Sau này bộ gơ VNI và font chữ VNI dùng chung với những phần mềm có sẵn như: Microsoft Word, Wordstar, dBASE, WordPerfect, Ventura Publisher, CorelDRAW, Adobe Photoshop, v.v... và chữ Việt được in trên máy in kim (Dot matrix) để dùng trong lĩnh vực xuất bản sách báo Việt ngữ, sau này in được trên máy in laser.

Năm 1995, công ty VNI của ông phát hành bộ phần mềm "VNI-Tân Kỳ for Windows" bao gồm font chữ và cách nhập liệu dùng cho Windows Workstation 3.1 và Windows 95 với cách đánh dấu tiếng Việt mới có khả năng "tự sửa chữa" cùng khả năng chuyển các bảng mă Việt khác nhau. Cùng với bộ bảng mă đi sau như TCVN (cũng dùng một nguyên tắc giống như trong VISCII và VPS) và cách đánh chữ theo chuẩn ABC phát hành tại miền Bắc Việt Nam, bộ font VNI-Tân Kỳ của Hồ Thành Việt là một trong hai bộ chữ Việt trong Hệ điều hành Windows 95 được phổ biến rộng răi ở Việt Nam thời kỳ đó. Năm 2000, bộ "VNI-Tan Viet 2000 UNICODE" được cải tiến để sử dụng được trên mọi hệ điều hành.

Hồ Thành Việt mất tại nhà riêng ở Fountain Valley, California, Hoa Kỳ vào ngày 28 tháng 8 năm 2003.
