VBF-Hai ông Việt đă bị bắt v́ tội chở cần sa số lượng rất lớn. Thế nhưng lúc đầu khi cảnh sát tắp xe vào lề th́ ông này khai chỉ có "ti tí" cần sa mà thôi. Cả hai ông đă bị bắt và phải trả 100,000 Mỹ kim.

MESA COUNTY, Colorado - Vào trưa thứ Bảy, 23 tháng Chín, một cảnh sát viên thuộc Hạt Mesa đă lái xe tuần tra trên đường 29 Road xuôi về hướng nam tại thị xă Fruitvale. Trời mới chớm thu nên không khí c̣n mát, và ông cảnh sát đă mở cửa sổ trên xe. Thế rồi ông ngửi được mùi là lạ, đáng nghi ngờ.

Mùi này hôi hôi, đối với ông, nhưng không giống như mùi chồn hôi mà người ta thỉnh thoảng ngửi trên xa lộ.
Cảnh sát viên này không làm việc trong đơn vị chống ma túy tại miền Tây Colorado (Western Colorado Drug Task Force). Tuy vậy, ông vẫn nghi ngờ chiếc xe chạy trước mặt phát ra mùi giống mùi cần sa, ông viết trong biên bản

Thế là ông cảnh sát chớp đèn xanh đỏ, yêu cầu tài xế của chiếc vận tải màu trắng hiệu Penske cở trung mang bảng hiệu tiểu bang Indiana phải tắp vào lề. Hăng Penske chuyên cho thuê xe để dọn nhà.
Cảnh sát viên đă viện lư do xe chạy quá tốc độ. Càng bước gần đến chiếc xe, cảnh sát viên càng nghe mùi cần sa mạnh hơn, đến mức “tràn ngập,” ông viết lại trong biên bản và được cung cấp cho báo chí ngày thứ Hai, 25 tháng Chín, 2017.

Cảnh sát viên đă hỏi ông tài xế là ông Hoàng Chân Sinh, 53 tuổi, là xe có chở cần sa hay không. Bằng lái xe của ông Sinh liệt kê địa chỉ của ông ở California.

Nghe cảnh sát hỏi xe có cần sa không, ông Hoàng Chân Sinh trả lời, “Có, ti tí thôi.” (Yes. Just a little).
Khi cảnh sát viên yêu cầu được xem trong xe, ông Sinh đồng ư và mở cửa sau, kéo ra một bịch rác đen lớn. Ông xé một lỗ trên túi rác và dùng ngón tay để khều ra mấy mầm cần sa.

Cũng theo biên bản của cảnh sát, ông Sinh đă tiếp tục nói, “Chỉ có tí thôi. Tôi có thể ném nó ra ngoài.”
Cuộc kiểm ra sau đó cho thấy không có “tí ti” chút nào.

Khi các cảnh sát viên khác đến điều tra, họ t́m thấy tổng cộng 87 bịch rác đựng mầm cần sa tươi với tổng cộng cân nặng là 3,100 pounds (1,400 kg). Trong cuộc họp báo ngày thứ Hai, một công tố viên Hạt Mesa nói rằng đây có thể là một lượng mầm cần sa nặng kỷ lục từng được khám phá tại Colorado. Ông ước lượng trị giá của cần sa là hơn $1 Mỹ kim.

Cùng ngồi với ông Hoàng Chân Sinh trên xe là ông Larry Trần, 49 tuổi, từ Rosemead, Nam California. Cảnh sát nói rằng hai ông này đă khai khác nhau về việc họ đă gặp nhau như thế nào. Cả hai đều bị bắt v́ bị t́nh nghi phạm tội phân phối cần sa.

Trong cuộc thẩm vấn của cảnh sát, ông Sinh khai rằng ông được thuê để lái chiếc xe vận tải (nghe giống lời khai của mấy tài xế ở VN khi bị bắt quả tang chở hàng cấm). Ông nói ông nhận xe tại Pleasant View, phía bắc của thị xă Cortez ở Hạt Montezuma, và những người khác đă chất hàng lên xe.
Cảnh sát ghi trong biên bản rằng ông Sinh nói tiếng Anh rất kém. Có lúc cảnh sát nghe ông khai, “Họ sẽ giết tôi.” Cảnh sát liền hỏi có phải ông ta bị dọa giết bởi người khác. Ông Sinh quay mặt đi nơi khác, suy nghĩ vài giây rồi trả lời, “Không, tôi chỉ nói giỡn.”

Biên lai thuê xe cho thấy xe được thuê vào lúc 11:53 trưa thứ Sáu tại Pleasant View và đáng lư là phải giao lại xe lúc 11:53 trưa thứ Bảy, tức là thuê một ngày.

Xe bị cảnh sát chặn vào lúc 1 giờ trưa thứ Bảy, tức là quá giờ trả lại xe.
Tại ṭa ngày thứ Hai, công tố viên đề nghị ṭa hăy ấn định tiền thế chân thật là cao và chỉ trả tiền mặt mà thôi, để cho hai người này không thể rời nhà giam ở đây.

Một luật sư công tên là Clinton Knorpp đă xin ṭa cho ông Larry Trần được thả theo điều kiện dễ dàng. Luật sư viện lư do là ông Larry Trần không có tiền án và đă sống nhiều năm tại ngôi nhà ở địa chỉ Rosemead, California.

C̣n luật sư công Scott Troxell nói rằng ông chưa biết nhiều về Hoàng Chân sinh, v́ ông này nói tiếng Anh quá kém và cần mô thông dịch viên. Luật sư cũng xin điều kiện bond nhẹ cho ông Sinh.
Thế nhưng Thẩm Phán Bruce Raaum của Hạt Mesa đă ấn định tiền thế chân cho cả hai ông là $100,000 Mỹ kim, trả bằng tiền mặt mà thôi. Lần ra ṭa kế tiếp là sáng thứ Sáu.
