Cái thread này tui có ư mở ra để ACE có cái ǵ tếu tếu, vui vui sưu tầm được trên net th́ post vào để coi cho vui, có ǵ mà phải nặng lời ganh tị nhau chi vậy? Ba cái h́nh này trong trang web phọt phẹt thấy hay hay nên tui dán mấy câu thơ của tác giả vô luôn cho thêm funny thay v́ ghi bên ngoài. Có ai trong đây mà ở không chạy về VN chụp tấm h́nh rồi post lên hôn? Chả lẽ mỗi lần post đều phải ghi là sưu tầm, tầm sưu mới đúng lễ sao? Thiệt póku.teo tên này.

Hỏa Bốc Lên Đầu Khi Dầu Sụt Giá
Khi dầu tăng giá, chiến tranh dễ tàn phá. Ngược lại cũng thế, hăy hỏi Gorbachev!
Khi dân Mỹ đang nhồi thịt gà cho bữa tiệc Tạ Ơn vào buổi tối th́ mặt trời thức giấc sớm hơn ở bên kia bán cầu: tổ chức OPEC của các nước xuất cảng dầu thô vừa kết thúc hội nghị tại Vienna trong cùng ngày Thứ Năm – với tiếng thở dài. Không thể giảm số cung để giữ giá được. Tin loan ra là giá dầu lại sụt trên các thị trường, lần đầu tiên tụt đáy bảy chục một thùng kể từ ba năm nay.

Và sẽ c̣n tụt nữa trong nhiều năm tới.

Cùng với tin đó về hội nghị của OPEC, người ta biết thêm rằng ông trùm Igor Sechin, một thủ lănh có ảnh hưởng trong đám cận thần của Tổng thống Vladimir Putin, đă thất bại trong chuyến du thuyết trước khi có hội nghị OPEC. Là Tổng quản trị của tập đoàn năng lượng quốc doanh Rosnef, Sechin đi vận động các thành viên OPEC cùng nhau tiết giảm số cung để nâng giá dầu mà chuyện không thành. Buồn ơi chào mi.

Hăy nói về nguyên do sụt giá đă.

Đầu tiên là chuyện cung cầu. Số dầu cung cấp trên thế giới hiện cao hơn số cầu đến triệu thùng một ngày. Nói về dầu thô, người ta dùng khái niệm "nhật lượng" là sản lượng trong một ngày. Số tiêu thụ của toàn cầu hiện ở mức 92 triệu thùng mà nhật lượng của các nước sản xuất lại cao hơn một triệu thùng, và giá dầu lại có mức đàn hồi (co giăn) rất cao nên giá sụt mạnh hơn sự chênh lệch cung cầu.

Cũng về mặt cung, nhật lượng của Mỹ là gần chín triệu thùng (tính đến cuối Tháng 10) nhờ cuộc cách mạng kỹ thuật mới, là gạn đá phiến ra dầu (shale-oil). Ngoài ra, dù Libya có loạn cũng đă bơm thêm dầu, từ 200 ngàn thùng nay đă 900 ngàn. Xứ Iraq chưa êm th́ cũng ráo riết bơm dầu để đạt nhật lượng kỷ lục là ba triệu 300 ngàn thùng. Cả thế giới cứ nói đến nguy cơ khủng hoảng v́ tổ chức khủng bố ISIL tại Syria và Iraq, nhưng quân khủng bố cũng cần bơm dầu để bán.

Trong khi đó, số cầu trên thế giới lại giảm. Từ nhiều năm rồi, các nền kinh tế Bắc Mỹ đều đă cải tiến hiệu suất - là tiêu thụ ít hơn cho cùng một sản lượng. Mà kinh tế Trung Quốc và Âu Châu lại có dấu hiệu tŕ trệ. Lần thứ ba trong năm nay, Quỹ Tiền tệ Quốc tế IMF đánh sụt dự báo tăng trưởng toàn cầu, và qua năm tới th́ t́nh h́nh chưa mấy khả quan.

Người ta có thể nghĩ rằng yếu tố cung cầu ấy chỉ có tính cách ngắn hạn và giá dầu lại vượt trần là trăm đô la một thùng sau khi sụt mất ba chục bạc. Trên lư thuyết, khi giá dầu hạ là người tiêu thụ tiết kiệm được tiền và xài vào việc khác nên sẽ kích thích kinh tế và làm tăng số cầu. Và cũng trên lư thuyết th́ khi giá hạ, các doang nghiệp sản xuất bị mất lời nên sẽ điều chỉnh sản lượng và làm giảm số cung. Nhưng đấy là lư thuyết.

Về thực tế, số cầu tại Bắc Mỹ tiếp tục giảm và sẽ giảm nữa nhờ hiệu suất tiêu thụ và các loại năng lượng điền thế. Kinh tế Âu Châu chưa ra khỏi suy trầm mà cũng có chiều hướng cải tiến hiệu suất tiêu thụ. C̣n Trung Quốc th́ sẽ đi vào chu kỳ suy thoái, có khi c̣n bị khủng hoảng.

Trong lúc đó, các nước dầu hỏa Trung Đông như Libya, Iraq hay Iran đều cần tiền và ra sức bơm dầu. Riêng có Saudi Arabia th́ đă trường vốn, có tiền, lại mưu toan giữ giá dầu thật thấp để chi phối sản lượng của các doanh nghiệp Mỹ đă tốn tiền đầu tư vào kỹ thuật đá phiến.

V́ vậy mà cung vẫn cao hơn cầu trong nhiều năm tới và giá dầu khó trở lại trăm bạc một thùng. Lại c̣n có thể sụt dưới mức sáu chục là ít.

Khi một sản phẩm sụt giá th́ xứ nào tiêu thụ sẽ có lời và các nước sản xuất sẽ lỗ. Kinh tế học gọi đó là "tái phân lợi tức", từ người bán sang người mua. Nhưng dầu thô là sản phẩm có tính chất chiến lược cho nên ảnh hưởng về giá cả cũng có kích thước chính trị.

Trước hết, các quốc gia chỉ sống bằng khu vực năng lượng chứ không có sản phẩm nào khác th́ sẽ vất vả. Đó là trường hợp của Liên bang Nga, một xứ lạc hậu về kinh tế với sản lượng Vodka và vơ khí rất khó bù lỗ cho ngành dầu khí. Nếu dầu thô mà sụt dưới 90 bạc là ngân sách sẽ lủng và chính trường chung quanh Putin sẽ lủng củng. Putin có thể ngang nhiên làm thịt Ukraine trước sự bất lực và hậm hực của các nước Tây phương, nhưng lại bị thị trường trừng phạt c̣n nặng hơn chính trường Âu Mỹ!

Cũng v́ vậy mà Putin đă cố t́nh quậy nát Trung Đông, cho cậu bé Barack Obama cầm lon nước đi chữa lửa, để giữ giá dầu trên cái ngưỡng trăm bạc. Dù nước Nga chẳng là thành viên của OPEC, Putin vẫn cố gửi Sechin qua Vienna tiếp xúc với Saudi Arabia, Venezuela và Mexico để kêu gọi các nước xuất cảng hăm ṿi sản xuất, mà không xong. Lư do là nhiều nước OPEC cùng thấy rằng chính Putin cũng chẳng thể hăm ṿi của các giếng dầu ở Tây Bá Lợi Á.

Nh́n trong trường kỳ, người ta không quên là trong một phần tư thế kỷ, từ 1975 đến năm 2000, là giá dầu thô chỉ ở mức 12 tới 40 đô la một thùng mà thôi. Trong khoảng thời gian đó, sau khi Michael Gorbachev lên lănh đạo Liên bang Xô viết, giá dầu c̣n sụt mạnh vào cuối năm 1985 khi Saudi Arabia mở ṿi bơm...

Hai năm sau là Liên Xô cạn vốn. Hai năm suy sụp kinh tế sau đó mới góp phần làm cho chế độ tan tành.

Người ta cứ nghĩ rằng khi dầu thô lên giá, xứ nào cũng cố gắng bảo đảm nguồn cung cấp và v́ vậy mà chiến tranh càng dễ bùng nổ. Nhưng khi dầu thô sụt giá trong nhiều năm liền, là trường hợp ngày nay, thế giới cũng rất dễ bị khủng hoảng. Gorbachev đă thấy điều đó.

Xin hăy ngồi xem.

Nhưng chính là trong kịch bản ấy ta mới nhớ đến kế hoạch của Putin khi chạy qua bán năng lượng cho Trung Quốc. Putin đă tưởng rằng khôn và độc khi nhận tiền dầu bằng đồng bạc của Tầu thay v́ đô la Mỹ. Nào ngờ dầu thô sụt giá và đồng Nguyên sẽ mất giá nữa trong trận chiến hối đoái sắp tới. Trong khi đô la cứ lặng lẽ lên giá một cách đáng ghét. Kết quả là Nga thu về một đồng tiền mất giá trong khi vẫn phải trang trải các khoản nhập cảng khác bằng tiền Mỹ.

Rơ là hỏa bốc lên đầu khi dầu thô sụt giá!

Lũ "bưng bô " sống ngoài nước không dám coi , th́ dân trong nước cũng bị Việt Cộng cấm và ngăn chận lại .
Tuy nhiên cũng có nhiều người đọc được .
