Bộ phận bốc xếp hành lư là nơi xảy ra rủi ro lấy trộm đồ nhiều nhất v́ các nhân viên bốc xếp trực tiếp tiếp xúc với hành lư của khách. Đó là chưa kể đến nguy cơ có sự móc ngoặc giữa bộ phận kiểm tra soi chiếu và bộ phận bốc xếp.



Khi soi chiếu, tất cả hành lư trong vali và kiện hàng đều thấy rơ, do đó nếu xảy ra sự thông đồng giữa hai bộ phận này th́ nhân viên bốc xếp sẽ được thông báo vị trí của món đồ cần trộm. Đa số các vật lấy trộm có kích thước nhỏ gọn, dễ giấu trong người và có giá trị.



“Trường hợp bắt quả tang th́ khó lắm. Chúng tôi chỉ phát hiện ra trường hợp t́m cách mang đồ ra ngoài. Tuy nhiên truy ra nguồn gốc th́ rất khó. Người ta cứ nói là vô t́nh, nói là nhặt được.” Một quan chức sân bay nói.

“các vụ mất cắp xảy ra trong khu vực hạn chế, không có người nào bên ngoài, mà chỉ có lực lượng trực tiếp tham gia vào các dây chuyền vận chuyển trong khu vực này.”

T́nh trạng mất đồ trong hành lư kư gửi tại các sân bay ở Việt Nam đă khiến nhiều hành khách rất bức xúc. Hàng không Việt Nam là nỗi ám ảnh cho những hành khách trong và ngoài nước. Đặc biệt là Việt Kiều về nước hay khách du lịch từ nước ngoài về.


Dù việc rạch vali, thùng hàng hay bẻ khóa hành lư để lấy trộm đồ của hành khách không phải là chuyện hiếm tại các sân bay, nhưng nhiều hành khách khi phát hiện ra đă không muốn làm to chuyện, v́ sao? Họ cho rằng cho dù có làm ầm ĩ lên th́ cũng khó ḷng t́m lại được những món đồ bị “đạo chích” lấy mất.

Một yếu tố khác cũng làm nản ḷng các nạn nhân bị mất đồ là mức bồi thường hành lư thất lạc chỉ 20 USD/kg, theo Quyết định số 10/2007 của Bộ trưởng Bộ Giao thông vận tải. C̣n đối với các chặng quốc tế, nếu có độ dài đường bay dưới 1.000 km, mức bồi thường là 25 USD. Từ 1.000 km đến 2.500 km là 50 USD. Từ 2.500 km đến dưới 5.000 km là 80 USD và từ 5.000 km trở lên mức bồi thường lên tới 150 USD.


Giới bốc vác tại sân bay kể dù lương chưa tới vài triệu đồng/tháng, nhưng không ít người t́m mọi cách xin làm bốc vác. Việc lấy cắp đồ trong hành lư khách bay dễ như trở bàn tay… Phu hành lư sân bay Vũ Hạ Sơn có hơn 20 năm làm bốc xếp, kể: “Lên tàu bay muốn ăn ǵ th́ lấy, bia tây, rượu ngoại uống thoải mái. C̣n lấy đồ của khách thường chỉ trộm cắp vặt. Đó là khi làm hành lư của khách bị rách đồ rơi ra, ḷng tham không ḱm được nên lấy bỏ túi đem ra ngoài bán."

An ninh sân bay cũng kiểm soát lỏng lẻo, giấu đồ trong người đem ra ngoài vẫn được. Thử hỏi cuộc sống nghèo khó, thấy đồ có giá trị trước mắt ḿnh, mấy ai ḱm ḷng nổi.


"Suốt thời gian làm bốc vác ở sân bay, hầu như ngày nào tôi cũng gặp vài trường hợp hành lư của hành khách bị rạch, có trường hợp hành lư rớt ra thùng hàng, anh em nhặt rồi nhét lại trả cho khách. Giờ lấy đồ không khó, chỉ làm sao đem được ra ngoài”, một công nhân nói.

Hên xui có rạch hay không rạch chả siu v́ ai cũng biết hết trơn...nhưng Tết nầy cùng nhau rủ vế cho đông vui hưởng ba ngày xuân mà...khà khà ...

Nh́n cái thùng carton mơng tanh và vết rách, sau khi được quăng lên quăng xuống trên băng chuyền từ phi trường depart qua phi trường chuyển tiếp và về tới VN, không "được bị bể" ra th́ mới là lạ. Nhân viên bốc vác ở tất cả các phi trường không ai có rănh chuyển những thùng này theo cung cách "nâng trứng hứng hoa" đâu ạ. Chưa nói nếu ngang qua máy (ở Mỹ là TSA) muốn kiểm tra hiện vật bên trong thùng giấy này!!? th́ họ chỉ có một cách duy nhất là rạch thùng và moi đồ bên trong ra kiểm soát thôi, và hẳn nhiên TSA sẽ bỏ vào thùng tờ giấy báo đă kiểm soát. TSA sẽ dùng băng keo quấn thùng hàng lại, nhưng không ai bảo đảm được băng keo đó sẽ không bong tróc ra trên những chặng kế tiếp.
