VBF-Trong lịch sử phát triển đất nước VN và CU Ba được coi như là 2 nước anh em. Và trong suốt thời gian khó khăn đó 2 nước vẫn luôn song hành cùng nhau vượt qua mọi khó khăn để cùng phát triển dưới mái nhà CS. Chính v́ thế mà việc ông Fidel Castro mất đi đă khiến VN cũng đau xót không kém người dân CUBA.Theo thông cáo đặc biệt của BCHTU Đảng Cộng sản Việt Nam, Quốc hội, Chủ tịch Nước, Chính phủ, Mặt trận Tổ Quốc Việt Nam: Để tỏ ḷng thương tiếc, biết ơn đồng chí Fidel Castro và xuất phát từ quan hệ đặc biệt Việt Nam - Cuba, Việt Nam quyết định để tang đồng chí Fidel Castro với nghi thức Quốc tang vào ngày 4.12.2016.Ngày 26.11.2016, Ban Chấp hành Trung ương Đảng Cộng sản Cuba, Hội đồng Nhà nước và Hội đồng Bộ trưởng nước Cộng ḥa Cuba ra Thông cáo thông báo: Đồng chí Fidel Castro Ruz, Tổng Tư lệnh Cách mạng Cuba, nguyên Bí thư thứ nhất Ban Chấp hành Trung ương Đảng Cộng sản Cuba, nguyên Chủ tịch Hội đồng Nhà nước và Hội đồng Bộ trưởng nước Cộng hoà Cuba, đă từ trần vào đêm ngày 25.11 - giờ La Habana, tức trưa ngày 26.11 - giờ Hà Nội, hưởng thọ 90 tuổi. Để tưởng nhớ đồng chí Fidel Castro, Đảng và Nhà nước Cuba quyết định để Quốc tang đồng chí Fidel 9 ngày, từ 6h00 sáng ngày 26.11 đến 12h00 ngày 4.12.2016 (theo giờ Cuba); tổ chức lễ an táng di hài đồng chí Fidel Castro vào 07h00 sáng ngày 4.12.2016 tại Nghĩa trang thành phố Santiago de Cuba.

Đồng chí Fidel Castro là người bạn lớn, người đồng chí, anh em vô cùng gần gũi và thân thiết của Đảng, Nhà nước và nhân dân ta. Trong hơn nửa thế kỷ qua, kể từ khi Cách mạng Cuba thành công, sau đó hai nước Cuba và Việt Nam thiết lập quan hệ ngoại giao vào ngày 2.12.1960, đồng chí Fidel Castro đă cùng Chủ tịch Hồ Chí Minh và nhiều thế hệ Lănh đạo, nhân dân hai nước không ngừng vun đắp, phát triển mối quan hệ đoàn kết anh em, hợp tác toàn diện và tin cậy lẫn nhau giữa Đảng, Nhà nước và nhân dân hai nước. Đồng chí Fidel đă thăm chính thức Việt Nam ba lần vào tháng 9.1973, tháng 12.1995 và tháng 2.2003; đồng chí là nguyên thủ nước ngoài đầu tiên tới thăm vùng mới được giải phóng ở tỉnh Quảng Trị vào tháng 9 năm 1973 và cũng là nguyên thủ quốc gia đi đầu trong phong trào quốc tế ủng hộ cuộc đấu tranh chính nghĩa của nhân dân Việt Nam v́ độc lập dân tộc và thống nhất đất nước trước đây, cũng như trong sự nghiệp tái thiết, xây dựng và bảo vệ Tổ quốc Việt Nam xă hội chủ nghĩa ngày nay.

Với những công lao và đóng góp to lớn đó, đồng chí Fidel Castro đă được Đảng và Nhà nước Việt Nam trao tặng Huân chương Sao Vàng vào năm 1982 và Huân chương Hồ Chí Minh vào năm 1989.

Trên phương diện quốc tế, đồng chí Fidel là nhà hoạt động Nhà nước và Lănh đạo xuất sắc trong Phong trào Cộng sản và Công nhân quốc tế, có đóng góp to lớn và tích cực cho Phong trào đấu tranh giải phóng dân tộc, chống đế quốc cường quyền và áp đặt, chống chủ nghĩa phân biệt chủng tộc, v́ ḥa b́nh và công lư trên thế giới trong hơn 50 năm qua. Đồng chí Fidel đă được nhiều nước, nhất là các nước Châu Á, Châu Phi và Mỹ Latinh, khâm phục, vinh danh và trao tặng các phần thưởng cao quư.

Để tỏ ḷng thương tiếc, biết ơn đồng chí Fidel Castro và xuất phát từ quan hệ đặc biệt Việt Nam - Cuba, Ban Chấp hành Trung ương Đảng Cộng sản Việt Nam, Quốc hội nước Cộng ḥa xă hội chủ nghĩa Việt Nam, Chủ tịch nước Cộng ḥa xă hội chủ nghĩa Việt Nam, Chính phủ nước Cộng ḥa xă hội chủ nghĩa Việt Nam và Ủy ban Trung ương Mặt trận Tổ quốc Việt Nam quyết định để tang đồng chí Fidel Castro với nghi thức Quốc tang vào ngày 4.12.2016. Trong thời gian này, các cơ quan, công sở trong phạm vi cả nước và các cơ quan đại diện của Việt Nam ở nước ngoài treo cờ rủ, có dải băng tang như quy định, không tổ chức các hoạt động vui chơi, giải trí công cộng.
