VBF-Ṭa Bạch Ốc mới đây đă có phát ngôn rằng dân Mỹ nên tin vào TT Mỹ ông Trump, trừ phi ông nói đùa. Nhưng làm sao có thể phân biệt được câu nào đùa câu nào thật?Như vụ việc cựu TT Obama bị TT Trump tố nghe lén, nhưng lại chẳng có bằng chứng, vậy đây là nói đùa hay nói thật?

HOA THỊNH ĐỐN - Những lời Tổng Thống Donald Trump thốt ra phải được hiểu theo nghĩa đen và một cách nghiêm túc, nhưng chỉ khi nào “ông không nói đùa.” Phát ngôn viên Ṭa Bạch Ốc Sean Spicer giải thích như vậy đầu tuần này, khi bị báo chí chất vấn về những phát ngôn của ông Trump.

Ông Spicer đă không cho biết làm sao mà người ta có thể phân biệt được câu nào của ông Trump là nói đùa và câu nào không phải nói đùa.

Trong suốt tuần, ông Spicer có lẽ là người vất vả nhất tại Ṭa Bạch Ốc, v́ phải t́m mọi cách để bênh vực ông chủ Trump trước những câu hỏi khó trả lời từ phía truyền thông. Khi nào không thể trả lời th́ ông nói sang chuyện khác.

Trong một cuộc họp báo hôm thứ Ba, ông Spicer đă cố gắng phân tích, và giải thích một số mục đăng trên Twitter và những lời tuyên bố mới đây của Tổng Thống Trump. Lúc đầu ông Spicer né tránh một câu hỏi của một phóng viên, có lẽ là câu hỏi chính được đặt ra cho chính phủ mới. Phóng viên hỏi rằng công chúng có thể tin tưởng vào những điều tổng thống nói hay không, v́ ông Trump có thói quen đưa ra những lời tố cáo gây tranh căi, mà không trưng ra bất kỳ bằng chứng nào, công nhận một cách có chọn lọc những dữ liệu của chính phủ và những bản tin tức đề cao ông, và bác bỏ tất cả những ǵ không làm như vậy.

Tổng Thống Trump có thói quen đưa ra những lời lẽ hết sức khác thường. Điều ấy có thể làm hạn chế mức độ đáng tin của ông về những vấn đề hải ngoại và quốc nội. Ông Trump chỉ mới bắt đầu cuộc hủy bỏ quan trọng đầu tiên chính yếu của ông liên quan tới lập pháp, một dự luật băi bỏ và thay thế Obamacare. Với việc đó, những lời ông nói có một sức tác động hữu h́nh, trên công chúng hoài nghi và phe Cộng Ḥa tại Quốc Hội, cũng như trên các bên liên quan ở phía ngoài tham gia vào tiến tŕnh lập luật, nhưng phải vất vả t́m cách giải mă các tin nhắn thường mâu thuẫn với nhau của ông Trump.

Câu hỏi được đưa ra hôm thứ Hai là bởi Peter Alexander từ đài NBC. Câu hỏi ấy phát sinh từ việc chính phủ bác bỏ bản phúc tŕnh tháng Giêng của Văn Pḥng Ngân Sách Quốc Hội (CBO). Văn bản này ước tính rằng hàng triệu người Mỹ có thể bị mất bảo hiểm chăm sóc y tế, theo kế hoạch hủy bỏ Obamacare của Đảng Cộng Ḥa trước đó. Câu hỏi ấy cũng phát xuất từ việc ông Spicer vào hôm thứ Sáu tuần qua thừa nhận rằng việc ông Trump sẵn sàng chấp nhận các dữ liệu kinh tế của chính phủ là có tính cách chính trị.
Ông Alexander hỏi, “Khi nào dân Mỹ nên tin cậy vào tổng thống? Họ có nên tin cậy vào tổng thống hay không? Điều đó là giả hay thực, khi ông nói rằng ông đă bị nghe lén?”

Ông Spicer chỉ tập trung vào câu hỏi cuối cùng, về những mục đăng trên Twitter vào ngày 4 tháng Ba của ông Trump. Trong những mục ấy, ông Trump tố cáo ông Obama đă nghe lén ông, trong một kế hoạch theo kiểu vụ “Nixon/Watergate”, mà Ṭa Bạch Ốc không thể chứng minh được nhờ bất cứ bằng chứng nào. Ông Spicer làm như vậy bằng cách thừa nhận, lần đầu tiên, rằng tổng thống không muốn những lời ông nói được hiểu hoàn toàn theo nghĩa đen.

Ông Spicer nói, “Ông ấy không thực sự nghĩ rằng Tổng Thống Obama đă đi nghe lén điện thoại của ông.”
Khi Alexander hỏi Spicer lư do tại sao ông Trump sẵn sàng tin tưởng vào những dự đoán của CBO về Obamacare cách đây ba năm, nhưng không c̣n tin tưởng vào những dự báo của họ liên quan đến dự luật thay thế của đảng Cộng Ḥa mà Ṭa Bạch Ốc ủng hộ, th́ thư kư báo chí liền bênh vực cho lập trường của tổng thống, mà không b́nh luận ǵ về sự xung khắc cố hữu.

Sau một thời gian nói tới nói lui kéo dài, phóng viên Alexander cô đọng câu hỏi của ông theo cách thức mà ông Spicer không thể né tránh được nữa.

Ông Alexander hỏi, “Điểm mấu chốt là, câu hỏi mà ông vẫn chưa trả lời là, ông có thể khẳng định chắc chắn rằng bất cứ khi nào tổng thống nói điều ǵ đó, chúng ta có thể tin tưởng điều đó là có thực hay không?”

Ông Spicer nói, “Tất nhiên, nếu ông ấy không nói đùa. Mỗi khi ông nói một cách có thẩm quyền, ông nói với tư cách là tổng thống Hoa Kỳ.”

Vào hôm thứ Hai, cách hai giờ sau khi buổi họp báo kết thúc, CBO công bố số điểm của dự luật hủy bỏ Obamacare của đảng Cộng Ḥa, dự đoán rằng 24 triệu người Mỹ sẽ mất bảo hiểm y tế cho đến năm 2026, nếu luật ấy được ban hành.”
