Như vậy cuối cùng điều mà không ai muốn đă xảy ra khi ông Trump đă quyết định ban bố t́nh trạng khẩn cấp quốc gia. Theo đó ông sẽ có khoảng 8 tỷ USD để xây bức tường biên giới đầy tranh căi mà ông đă hứa. Hiện nội bộ nước Mỹ đang rối tung lên v́ quyết định này của ông.

Tổng Thống Donald Trump đă tuyên bố t́nh trạng khẩn cấp quốc gia vào ngày thứ Sáu, để có ngân sách xây tường tại biên giới Hoa Kỳ - Mexico mà không cần Quốc Hội phê chuẩn. Hành động của tổng thống là nhằm thực hiện lời hứa khi tranh cử của ông, về việc xây tường nhằm ngăn di dân lậu vượt biên vào Hoa Kỳ, những người mà ông Trump nói sẽ đem theo t́nh trạng ma túy và tội phạm vào quốc gia.
Việc tuyên bố t́nh trạng khẩn cấp quốc gia sẽ cho phép ông Trump chuyển $3.6 tỷ Mỹ kim từ ngân sách dành cho các dự án quân sự sang kế hoạch xây tường biên giới, theo viên chức Ṭa Bạch Ốc cho biết.

Ngoài ra, ông Trump cũng sẽ sử dụng quyền hạn của tổng thống về ngân sách để trích $2.5 tỷ từ các chương tŕnh liên bang, và $600 triệu Mỹ kim từ quỹ của Bộ Tài Chính. Cùng với số tiền hơn $1.3 tỷ Mỹ kim dành cho các hoạt động bảo đảm an ninh biên giới được quốc hội phê chuẩn trong tuần này, ông Trump sẽ có khoảng $8 tỷ dùng cho kế hoạch xây tường biên giới.

Con số này cao hơn so với mức gần $6 tỷ mà tổng thống yêu cầu trước đó. Tổng Thống Trump vào thứ Sáu cũng đă kư dự luật ngân sách, giúp chính phủ tránh được t́nh trạng đóng cửa một lần nữa.

Vài giờ sau thông báo của Tổng Thống Trump, Ủy Ban Tư Pháp Hạ Viện cho biết sẽ mở cuộc điều tra đối với tuyên bố t́nh trạng khẩn cấp. Trong thư gởi tổng thống, các chính trị gia Dân Chủ yêu cầu các viên chức Ṭa Bạch Ốc và Bộ Tư Pháp chuẩn bị điều trần, đồng thời yêu cầu cung cấp các giấy tờ pháp lư về quyết định dẫn tới tuyên bố t́nh trạng khẩn cấp, với hạn chót là thứ Sáu tuần sau.

Thống Đốc California ông Gavin Newsom cho biết, California sẽ kiện chính quyền Tổng Thống Trump v́ việc tuyên bố t́nh trạng khẩn cấp. "Tổng Thống Trump đang tạo ra một cuộc khủng hoảng, tuyên bố lệnh khẩn cấp quốc gia để chiếm quyền và qua mặt hiến pháp. Thông điệp của chúng tôi gửi đến Ṭa Bạch Ốc rất đơn giản và rơ ràng - California sẽ khởi kiện chính quyền,” ông Newsom nói.

Tương tự, Bộ Trưởng Tư Pháp New York Letitia James cũng cho biết, văn pḥng của bà sẽ kiện tổng thống. "Chúng tôi sẽ không ủng hộ hành động lạm quyền này và sẽ chống lại bằng mọi công cụ pháp lư sẵn có,” bà James viết trên Twitter.

Về phần ḿnh, Tổng Thống Trump thừa nhận ông sẽ phải đối phó trước rất nhiều thách thức pháp lư khi ban bố lệnh khẩn cấp quốc gia. "Tôi nghĩ sẽ phải đối mặt với các vụ kiện. Tôi không đáng bị kiện. Chúng tôi sẽ chiến thắng tại Tối Cao Pháp Viện,” ông Trump nói.

Quốc Hội có thể đưa ra một dự luật để đ́nh chỉ t́nh trạng khẩn cấp quốc gia. Tuy nhiên, dự luật này sau khi được bỏ phiếu tại lưỡng viện vẫn sẽ phải đệ tŕnh lên Tổng Thống Trump và ông vẫn có quyền phủ quyết. Để vô hiệu hóa quyền phủ quyết của tổng thống, dự luật phải có 2 phần 3 số phiếu ủng hộ ở quốc hội – điều được coi là bất khả thi.

nếu ông ta không có bỏ túi riêng đồng nào th́ chẳng có ǵ phải lo. bức tường sẽ đem lại an ninh cho người dân Mỹ và ông ta sẽ đi vào lịch sử Hoa Kỳ

c̣n nếu ông ta lợi dụng bức tường để trục lợi th́ ông ta cũng được đi vào lịch sử.
nhưng tớ nghĩ là không v́ ông ta đă giàu,
cũng không c̣n sống bao lâu, cái ông ta muốn để lại là sự ngưởng mộ và su yêu quy trong ḷng người dân Mỹ.

Đúng như TT trump hứa là Mexico trả tiền cho bức tường rồi sao ?

không phải tiền của Mexico mà là tiền từ những quỹ khac.
nhưng có thể nói gián tiếp là như vậy v́ khi bức tường xây xong th́ hàng hóa Mexico phải nhập theo duong hop phap và phải đóng thuế, không c̣n tuồng chui qua biên giới trốn thuế.

ai nói ǵ nói, tui vẫn thích tính cách của ông Trump.
ông ta rất kiên định và nếu cần sẽ dùng quyền lực của 1 tống thống. miễn sao nó đem lại lợi ích an dân.

Tổng Thống là phải như thế. không ṿng vo vẽ vời hứa hẹn như những chính trị gia khác.
