Ở VN, không có nhiều phe phái như nhiều nước trên thế giới. Tuy nhiên, ngầm trong đó lại có nhiều sóng ngầm. Đại tá Nguyễn Hữu Cầu cảnh báo, ở Nghệ An tổ chức Việt Tân có mặt rất nhiều. Họ xác định Nghệ An là một trong 4 trọng điểm để làm quyết liệt. Sự kiện ô nhiễm môi trường cá chết hàng loạt ở miền Trung cũng bị lợi dụng, kích động.


Tại kỳ họp HĐND tỉnh sáng nay, Đại tá Nguyễn Hữu Cầu - Giám đốc Công an Nghệ An thông tin: "Đảng và Nhà nước đă vào cuộc rất quyết liệt, đầy đủ tài liệu chứng cứ để Formosa không chối căi được trong sự cố môi trường. Việt Tân đă lợi dụng sự việc để kích động bà con nhân dân đi biểu t́nh tuần hành chống phá.

Đề nghị cử tri tỉnh nhà và đại biểu HĐND hết sức cảnh giác, không mắc bẫy Việt Tân, không nghe kẻ xấu lôi kéo, xúi giục làm t́nh h́nh an ninh trật tự phức tạp. Hiện nay lực lượng công an cả Bộ và tỉnh đă triển khai nhiều giải pháp quyết liệt".

Cũng tại kỳ họp, Đại tá Cầu thông tin, tổ chức phản động người Mông ở nước ngoài lôi kéo, xúi giục thành lập vương quốc Mông ở biên giới Việt - Lào.

Vấn đề này hiện Bộ Công an VN đă phối hợp với công an nước bạn Lào để triển khai các phương án giải quyết.

Bên cạnh đó, Đại tá Cầu cũng nhấn mạnh đến việc ma túy thẩm thấu qua đường biên giới, h́nh thành các nhóm có vũ trang đưa ma túy qua biên giới.

"Vừa rồi chúng tôi khám phá 4 vụ án về ma túy, thu được rất nhiều súng đạn" - Đại tá Cầu thông tin.

Đại tá Nguyễn Hữu Cầu nhấn mạnh: "Ngoài vấn đề ma túy phức tạp, vấn đề phản động, dân tộc và tôn giáo ở miền núi Nghệ An phải đặc biệt quan tâm. Mặc dù các lực lượng Công an, Biên pḥng và Hải quan quản lư cửa khẩu đă làm rất tốt, nhưng vấn đề biên giới cần phải quyết liệt hơn nữa".

Đại tá Cầu thông tin, một trong những vấn đề nóng hiện nay là một số vụ án của đối tượng hành động giết người mất khả năng kiểm soát, có biểu hiện thần kinh, gây án thương tâm với người trong gia đ́nh. Điều tra những vụ án này, lực lượng công an gặp rất nhiều kho khăn so với quy định của pháp luật.

Từ năm 2013 trở về trước, những đối tượng nghi có biểu hiện tâm thần, Công an tỉnh chỉ làm giám định trong 5 ngày để hoàn tất các thủ tục. Tuy nhiên, bây giờ toàn bộ thủ tục giám định phải đưa về Trung ương trực tiếp làm, và phải mất 6 tháng mới làm xong.
''Thời gian dài đó chúng tôi không thể nào quản lư được. Cho nên đây là một bất cập trong quy định của pháp luật. Chúng tôi đang kiến nghị sửa đổi điều luật này'' - Đại tá Cầu nói.
