1) No ... most insurance plans exclude this type of flooding damages. Most commercial policies only covers wind driven water damages. Even then, is your coverage at replacement cost? If not, your valuables may be covered only at 10 cent on the dollar.

2) You have to have purchase flood insurance sold by the government in order for these type of flooding due to overflowing rivers, lakes, creeks and etc ...
